Remake proposals, on the models of:
East Germany: Head of State appointed by the Supreme Soviet and directly responsible to it, with no 'council' as the collective head of state. i.e; the head of state is its officeholder, rather than being a collective institution headed by one person.
Vietnam: Head of state nominated by the Presidium of the Supreme Soviet (a 'standing committee' for the Supreme Soviet) and appointed by the Supreme Soviet. Separate office from the Presidium.
China - Nominated by the Presidium of the Supreme Soviet, direct member of the Supreme Soviet.
