Isabelle Telephassa Charity Neiper (13 January 2027) is the young daughter of Plutarch Neiper and Thessalonice Neiper, the President and CEO of Neiper-Grumann Industries. She and her parents are Deseleni, and have confirmed descent from Areximacha IV Tryphaena. Isabelle is also known to be an Awakened Descendant, a term used by the Deseleni to indicate a Seleucid descendant that possesses supernatural powers; from this, Isabelle has special abilities known as the Cape of the Underworld, Persephone's Gaze, and the Scream of the Underworld, a set known as the Underworldly Powers, which induce mental and physical harm in a hellish fashion. These powers was passed on from Areximacha, who was their first user.
At the age of 5, about three years into the Neocon War, Isabelle's abilities emerged when she had a nightmare that caused her to destroy her bedroom. After further showcasing her abilities, Plutarch and Thessalonice decided to move her into a dedicated laboratory in Area 51 for the Tryphaena Project for further examinations and experimentations. Isabelle would see deployments in Africanna as an Experimental Combatant, particularly in Rhodeia and Aethiopia, and employed these powers to dangerous effect, though they caused her body to bleed from psychic pressure. She would be checked and countered by Amaryllis Karakatsanis several times, and faint on the field. More enhancements and tests were put on her with the insistance of her parents, to which Isabelle grew increasingly aggravated and often rebelled to the point of almost destroying the laboratory. Eventually, during the TF 141's Raid on Area 51, Isabelle escaped with Anya and used the Scream to secure the Task Force's getaway against Isidoro Cicerón de Santa Cruz and his younger sister Asunción Cicerón de Santa Cruz, though she would faint from the much pressure from emitting the most powerful scream of her life. She was eventually adopted by her surrogate parents, Aleksandr Mikhail Suvorov and Zhanna Kalinina and currently lives in Erebonia.
Isabelle is shown to be perceptive, intelligent, and friendly towards others she is open to, like Dr. Lê Hoàng Khang. Most particularly, she formed a strong bond with Anya Smirnova overtime since meeting her on their break from a lab session, and both would play games with each other. Alongside, a strong sense of family was formed between her and her surrogate parents, and Isabelle considers them to be better parents than her biological ones. She also speaks Modern Greek, Koine Greek, Akkadian, Sumerian, Erebonian German, and Volgodish.
