Gemmell was appointed as interim president by Parliament. A popular moderate from Westcliff, he previously served as Prime Minister from 1883-1899. He was one of the primary architects of the newly independent republic, assisting the drafting the Constitution of the Free People, establishing the modern framework for the Federal government and overseeing the first presidential election in 1916.

1916 — 45.3% Alliance of the West
The first democratically elected president, Stansfield was a prominent member of the social liberal wing of the Alliance for the West. Cohabiting with a VFL-led coalition government, Stansfield prioritized foreign affairs, securing bilateral treaties with Senria, Lorcania, and Nuxica. He also focused on normalizing relations with Estmere, signing the Treaty of Perpetual Friendship in 1919.

1920 — 34.9% Alliance of the West
Elected in the controversial 1920 election, Cousland clashed extensively with Prime Minister Warwick Lionel Fairfax and his VFL-majority gov't. Vetoed the original passage of the Fair Society Act, a comprehensive welfare and government reform bill. Remaining relatively unpopular throughout his term, Cousland struggled to promote his domestic agenda of {{wp|Economic liberalism]] and Anti-Federalism. His unpopularity led to the Alliance of the West's worst electoral defeat in the 1924 elections, culminating in nearly four decades of uninterrupted VFL rule in Valentir.

He authorized the beginning of the Valentirian nuclear program and space program, as well as maintaining the Fair Society policies of previous administrations. Abroad Whitmore expanded Valentirian involvement in the International Council for Democracy and pushed for trade liberalization. Despite his increasing popularity, Whitmore choose not to seek a second term.
