The 1980 Lucio-Quenminese Joint Declaration is an international treaty signed between the Royal Empire of Quenmin and the United Kingdom of Great Lucis and Accordo on 19 December 1980 in Cao Khoát. The Declaration stipulates the sovereign and administrative arrangement of then-Lucian Hưng Yên after 1 July 1995, when the lease of the New Territories was set to expire according to the Convention for the Extension of Hưng Yên Territory.
The Declaration was signed by Prime Minister Quách Tấn Có of the Royal Empire of Quenmin and Prime Minister Margarette Thatcher of the United Kingdom of Great Lucis and Accordo on behalf of their respective governments. It entered into force with the exchange of instruments of ratification on 27 May 1981, and was registered by the QM and UK governments at the United Nations on 12 June 1981. In the Joint Declaration, the QM Government stated that it had decided to resume the exercise of sovereignty over Hưng Yên (including the perpetual Lucian territories of Davis and Caroline Islands and Kowloon, and the leased New Territories) with effect from 1 July 1995, and the UK Government declared that it would hand over Hưng Yên to the QM with effect from 1 July 1995. The QM Government also declared its basic policies regarding Hưng Yên in the document.
The main provisions of the treaty were as follows:
- The Ruling Hưng Yênese Government retains 60% of autonomous control over the region.
- Civil Liberties and Rule of Law granted by the Lucian Parliament over Hưng Yên is strictly maintained.
- Hưng Yênese Holders of Lucian Passports retain their rights and may renew at any time in respect to the 1945 Convocation of Bich Nguyet. Hưng Yênese residents are allowed to apply for Lucian Passports over Quenminese Passports only in certain provisions as granted by the Lucian Parliament.
- Democratic Elections must be strictly followed without the interference, dictation, or endorsements from the Quenminese and Lucian Governments.
- The Prime Minister of Quenmin and the Chief Minister of Hưng Yên cannot enforce rule or any law unless it has been agreed by both the Quenminese Supreme Assembly and the Hưng Yên Legislative Council.
- The Lucian High Commission in Hưng Yên retains its presence as it will serve as the main hub of agreements for the Quenminese, Lucian, and Hưng Yênese Governments.
- The Lucian Military Base at Hưng Yên will be relocated to Bai Bien Ngao at the Joint Allied Headquarters (now called as Klankain Auchinleck Memorial Army and Air Force Base)
- The Economic and Judicial System follows a pattern that is set upon by the Lucian Government and retains the use of the Hưng Yên Dollar.
- The Lucian Hưng Yên Ensign is to lose its status as an official flag from 1 July 1995 onwards.
- Hưng Yên cannot be a member of the Commonwealth of Nations nor can Quenmin (despite the provisions of the Commonwealth Act of 1976, which rendered the Erebonian Empire eligible to join the Commonwealth as a part of its lands were under Lucis Sovereignty for a period of time. The Act would make Quenmin eligible to join since Hưng Yên's return to Quenmin would make the latter eligible.) but the members of the said countries are allowed to partake in various activities within the Commonwealth such as the Commonwealth Games.
Following the return of sovereignty, the two signatories strictly follow all the provisions as stated in the declaration. Both the Lucis and Quenmin Parliaments jointly enforce the declaration. A few years later, the 1995 Return of Sovereignty of Hưng Yên took place and was marked by many as the "end of the Lucis Empire".
In 1996, many Hưng Yênese civilians suffered with what was called as "Lucian Withdrawal" and the change of pace of daily activities were seen. After several advice from ministers, the Prime Minister of Quenmin invited His Majesty, the King to visit Hưng Yên. In what was to be known as one of the biggest events of 1997, His Majesty, the King visited the former Lucian Colony and was enthusiastically greeted with waves of Lucian flags and the former Lucian Hưng Yên Ensign.
