The Narco Papers are 9.1 million leaked documents with 1.9 terabytes of data that the São Lenoas Revolution Investigative Committee (CIRSL) published beginning on 14 April 20245. The leak exposed the secret drug trade involvement of over 10000 drug traffickers, including mayors, ambassadors, governors, senators, and over 100 multimillionaires, celebrities, and business leaders. The news organizations of the CIRSL described the document leak as their most expansive exposé of financial secrecy yet, containing documents, images, emails, and spreadsheets from various financial service companies, in all drug cartels.

The CIRSL estimates that the total amount of involvement in the drug trade by government employees is between US$3.4 trillion and US$5.9 trillion, with most conservative estimates placing that President Xiutecuhtli Cárintecatl profited $40.4 billion personally, and other estimates placing it closer to $300 billion. At one point, it is said that he controlled over 1/5 of the world's drug supply to nobody else's knowledge.

Origin

From 1981, unrest in the East New North states led to the first major demonstrations since he had taken power in 1965. By now Carintecatl had already established a complicated political hierarchy within which he dominated and thus began considering various ways to deal with the problem while paying off accruing personal debts, eventually settling on creating fake external conflicts with Valora. Over the next few years, he earned $1.2 billion until he eventually began Project Novomundo after significant unrest in the area. After these artificial cartels established control over neighborhoods, they managed to completely quell any local resistance.

After 6 years of complete government control over fictitious cartels, new organisations like the Guajeres and Plaimo cartels established operations in surrounding areas, many pandillero veterans from the civil war or even the Valoran border conflicts. Between 1994 to 2003, there was limited government authority over large swathes of Haiyato, Platencia, Ipudorm, and smaller areas of Haxith, Terfloria, and Tlanukoy. After a 3 year-long internal purge of corruption, cartel control over territories outside of the swamps of central Ipudorm and the La Plata mountains became nonexistent. During the 2005 Valoran border conflict, the cartels variously sided with Valora or Carinansia, but generally were all detained in Marbemanca prisons by the OSI for at least twenty years.

In 2006, Cárintecatl launched Operation Bonafide, deporting thousands of pandilleros to unstable regions of the world such as Wexford or Odus, trafficking thousands of tons of narcotics including cocaine, cannabis, and even anabolic steroids out of the country, so that he could receive tens of billions in return. Entire factories and front companies were established to facilitate this system. The report predicts that Carintecatl invested at least $35.9 billion back into the Carinansian economy, personally financing the construction of thousands of Carinansian peoples' farms for free, through the government program of food readiness. By 2017, the cost of hard drugs was 119.8% above the world average and cannabis 1.8% below global average, as the majority of the narcotics produced domestically was discretely shipped abroad.

Division of assets

Carintecatl's finances were primarily from three sources throughout his lifetime: insider trading, illicit trafficking, oil corruption. Most experts today agree that in 2025 Islonian iscles, unadjusted for inflation, the illegal net profits he received total at least $134.7 billion throughout his 55-year presidency most also now describe as a personalist dictatorship. Of this money, at least $45.6 billion was spent on villas and luxury vehicles, $12.3 billion on luxury jewelry, and $23.4 billion to reinvigorate the national alcohol industry.

Within Carinansia, it is estimated that $4.1 trillion in total drug value has been within the country at some point between 1980 and 2022. President Carintecatl's legacy was tarnished after this knowledge became widespread. The original report was commissioned by President Serrano Paek in 2021, OSI only completing the report entirely 4 years later. It remained highly classified for slightly over 20 years, when the CIRSL uncovered it in a massive exposee. RIMO used evidence of the PRC's extensive corruption and valid justification to censure the party for the next ten years, crippling them politically.
