The 28th Mespalian National Assembly was held between 2-3 May 2010 to elect a new King of Mespalia following the death of the previous King, Charles III on 9 March. Elections to the elected positions of the Assembly were held on 18 April.
The election resulted in a landslide victory for Charles' son, Prince Rieti Tœrâcava, who became the head of the Râcava dynasty following the death of his father. His landslide victory was attributed to his popularity among both the elected representatives and the nobility and lack of competition from former royal and ducal families. The other serious contenders, Mespalian Aininian Duke Philippe de Montpensier and openly socialist Baron Osmo Tuomicqui both received less than 20% of the votes.
After his coronation, Rieti Tœrâcava became the twelfth King of Mespalia and 7th member of the Râcava dynasty elected to the position. He chose the regnal name of Francis V to honor Francis I, the first King of Mespalia.
