Basseterre is the capital and largest city of Saint Lorrain, with a population of 136,660 in 2023, making it one of the most populous cities in the Northern Cantalle Islands. The city was founded in 1634 by Quetana, which colonized the islands as part of its empire. Basseterre served as the administrative center of the territory for Quetana until Saint Lorrain gained independence on 22 February 1988, at which point government functions remained in the city. Basseterre's economy is centered around tourism, with its historic city center, famous beaches, and cruise ship ports attracting hundreds of thousands of people every year.
