The Belhavian government in exile, also known as the Provisional Constitutional Committee, Rabin Government, or Free Belhavia (by the United Republic of Emmeria), was the government in exile of the Empire of Belhavia, headed by Matthew Rabin, who was elected following the organization of exiled remnants of the lawfully-elected Imperial Government prior to the Galarian Coup, who independently evacuated Belhavia proper to Oured, D.A. in the aftermath of the military self-coup by Chief of the Imperial Army Zachary Galarian.
