A blutstat (Radictistani for "blood city") is a slum area found on the outskirts of a major metropolitan area. These areas are characterized not only by their extreme poverty, but by high levels of crime. Most are completely dominated by one or more gang organizations. The worst are considered no-go areas where the police or military only enter on rare occasion and in considerable number. Most residents of blutstats, commonly referred to as blutstaters, have no formal or legal employment. They instead support themselves through criminal activity or informal trades such as black marketeering or casual labor for other residents. Because of this inclination towards criminality, people who have lived in a blutstat are frequently discriminated against in employment and the provision of social welfare services.

The most notorious blutstat is found around the city of Wussrhas, the capital of the County of Hyarpsur. Also of note is the Hartfer blutstat where members of the Communist Party of Radictistan fled after their first bombing attack.
