The Congressional Premier of Huajiang (Huajiangite: 国会花江领袖; Alphabetized Huajiangite: Guóhuì huājiāng lǐngxiù) is the presiding officer of the Huajiang Legislative Tang. The Congressional Premier directs the legislative branch in conjunction with the Prime Minister and the Executive Council. The Congressional Premier is tasked with presiding over debates of the Legislative Tang while also being the administrative head of the Legislative Tang and the Representative of the Legislative Tang. The Congressional Premier as a speaker does not participate or normally preside personally in debates, and is given to members for the sake of giving experience in parliamentary procedure. The Congressional Premier is considered a formal member of the Legislative Tang rather than a member of the Executive Branch, and is given a vote. The Congressional Premier as a seat was created in 1881 by the 1st President, Ye Desheng.

The current Congressional Premier, Wang Lu, was elected during the technical Sihou of President Qiao Jiabao after his resignation, and was sworn into office by Meiying Yue on October 11, 2012. Wang Lu is currently the 11th Congressional Premier of Huajiang.
