The County of Hyarpsur Police is the county-level law enforcement agency for the County of Hyarpsur which forms the southern tip of the Grand Duchy of Radictistan. Unlike most Radictistani police organizations, the CHP is not organized in a paramilitary fashion but as a constabulary. The County of Hyarpsur has the highest crime rate of any Radictistani county and the CHP has struggled to perform its essential law-and-order functions in the face of opposition from organized criminal elements including some of the most brutal blutstat gangs in Radictistan. The CHP also suffers from chronic corruption problems.

Organization

The County of Hyarpsur Police has jurisdiction over the entire territory of Hyarpsur. This jurisdictional area is divided into thirty-eight regions each termed a Patrol. Each Patrol is divided into at least three Troops. A Troop usually has up to a few dozen personnel of which one-third or one quarter will be on duty at any given time.

Rank structure

Commissioner One individual appointed by the Royal Governor.
Deputy Commissioner One individual appointed by the Royal Governor.
Colonel Colonels are each responsible for a major command within the CHP.
Lieutenant Colonel Usually deputy to a Colonel, but sometimes in command of a small CHP command.
Patrol Chief Usually in command of a Patrol Area.
Troop Leader Usually in command of a Troop.
Lieutenant This is the lowest rank to be in a managerial, office setting. Lieutenants frequently serve as duty officers within a Troop. The terminal rank for most individuals.
Sergeant Constables usually obtain this rank after seven (7) to nine (9) years of time in-grade.
Constable Underofficers with three (3) years of satisfactory service are promoted to this rank.
Underofficer The lowest rank for a sworn officer.

Weapons

The standard issue sidearm of the County of Hyarpsur Police is the PM chambered in 9x18 mm. The CHP also issues a number of carbine types. Because of the precarious security situation in Hyarpsur, the CHP also employs battle rifles in the form of the FN Rougecote FGR which uses the powerful 8x63 mm cartridge. The CHP has acquired sixty for use in high-risk situations.

Vehicles

The Radictistan Automotive Works 160 full-size car is the standard patrol vehicle. The RAW 162 armored variant is used in locations with especially high levels of violent crime, particularly gang violence, such as Wussrhas. The Air Wing operates a small number of helicopters including Bell 407 and PZL W-3 aircraft.
