Elias Barreiro Meléndrez (born 22 February 1951) is a Trenadian professor, politician, political scientist, social scientist and philosopher who served as vice president between 1993 and 2000 — during the Sarabia administration — and was governor of the Guaiba province from 2001 to 2004, serving a second term between 2013 and 2020. He was also the mayor of Osorio from 1987 to 1993, and was part of the city council from 1979 to 1986.
Elias was elected president in the 2004 presidential elections, though his candidacy would be revoked post-election by the Trenadian Court of Justice due to alleged fraud. As such, he would be inelegible for 8 years - until the 2012 general elections.
