Fangsu (Jindanese: 方苏) is a city under construction near Port Fitzhubert, and close to the town of Shumba in the district of Parunoguma. Named after Wu Fang-su, the city includes a port designed to relieve capacity from the Port of Port Fitzhubert, with the port opening on 10 September, 2019.
History
Origins
Historically, most of Fangsu was either farmland, or under the Maccan Sea, as it is situated on the coast of the Maccan Sea. Thus, there was limited urban development in the area, particularly as most people lived in the town of Shumba. However, during the late twentieth century, as Kupakwashe Ngonidzashe sought to attract foreign investors to Rwizikuru, the Port of Port Fitzhubert's limits became apparent, while due to the geography of Port Fitzhubert, the harbour cannot be expanded without disrupting the flow of the Rwizikuru River.
Thus, as early as 1987, the Rwizikuran government declared that a site near Shumba would be a suitable site for a new harbour to serve the country, as the waters there were as deep, if not deeper than the harbour at Port Fitzhubert, while enabling further growth of the harbour if deemed necessary. However, despite this need, the Rwizikuran government was unable to construct the harbour, as it lacked the necessary resources to construct the harbour. Thus, in 2003, the land was expropriated by the crown, with the intention of selling the area to construct a new harbour, as well as a smart city that would house 500,000 people.
Wu Fang-su at this time expressed his interest in purchasing the site to develop Fangsu, officially as a humanitarian gesture to the Rwizikuran nation, although many believe it was to ensure easier access to Rwizikuran resources. After discussions and negotiations, the site was sold for an undisclosed sum in 2007.
Construction

In 2009, construction on Fangsu began, with the main focus during this period being land reclamation from the Maccan Sea to create both a new harbour, and to create space for high-rise apartment blocks. From the outset, the city was to be designed in accordance with Wu Fang-su's vision, most notably a central boulevard to connect the harbour to the town of Shumba, with commercial towers to be placed alongside the main avenue, and residential towers beyond. It also takes inspiration from New Mina, particularly in the block system applied throughout the city.
By 2011, some residents began moving in, with the population being recorded at 1,340 people, of which a majority were construction workers residing in temporary accommodations.
By 2015, the land reclamation phase was complete, and construction began on the towers and skyscrapers, as well as the physical infrastructure for the Port of Fangsu. All buildings in Fangsu were provided with electricity, water, and sewage, while construction of the city's transport network commenced, including a personal rapid transit system, one of the first in Bahia.
In 2019, the Port of Fangsu was officially opened. By this point, there were around 75,000 people residing in Fangsu, most of whom will be employed to work at the Port of Fangsu. That year, Fangsu was officially incorporated as a city.
