Port-Sereine, officially known as the Federal Republic of Port-Sereine (French: République Fédérale de Port-Sereine) is a federal republic located on the Savrean continent. Bordered by the Gyranian Sea, the Republic of Wolfsland, the Kingdom of Karziców, the Theocratic Republic of Valsius, the Ekharnian Confederation, the Kingdom of Greater Wallachia, the Republic of Tuumö, the United Kingdom of Alperania, the Principality of Virèz and the Federated Socialist Republics of Ceriu. The country possesses 3 oversees regions, the Crescent Islands, the Levant Islands and the Colozère Islands. The last special border is with the Principality of Valencienne with a special administrative County located in the northern Regions.

The country is inhabited as of 2260 of a little more than 5 million souls, it is one of the most powerful countries in its continent, both economically and politically. The country is named after the capital, Port-Sereine, however, the largest city is by far Pérase, in the region of Farnélan Central, others include Provence, Cap-Savréen and Colyence. Metropolitan areas are mostly in the plains and coasts with one exception being Pérase, having been built in the mountainous areas of the Farnelan Alps in the Topenia Valley.

There are no known native tribes in the country's territory but multiple signs of an alpine tribe near Pérase, it is speculated that they dissapeared a few centuries before the planet was colonized. Only a few old structures and written messages were retrieved, a common effort between countries possessing a common frontier in the Farnélan Alps to recover information and everything is currently being studied at the University of Rolandsberg in the Republic of Wolfsland.

History

Pre-Colonization Tribes (~1700)

Not much is known on who inhabited Terra II, yet it has been discovered that there were about 30-40 different civilization stuck at the Bronze Age, yet most styles are Post-Roman Era, it is suspected that those civilizations went extinct in the 1700s, some look a lot like human style buildings including some like the early Gauls with the site of Danzain.
There are about 760 sites listed by the Terranian Public History Association (TPHA), it's speculated there are about 500-600 more that haven't been uncovered. Some of them being very particular, including the Podzemleskiy culture which is a culture that developed underground in caves, entire cities were uncovered inside massive open caves, only going out to cultivate their plants for food or hunting. Some countries work with this system, some using caves to build gigantic cities like in the Zveniemiy Governorate in the Great Kingdom of Ulichsiya, Zventsii, Gyartsii and Hivachnii are an example.

The Void Era (1700-2170)

This period is the one were everything is speculative, it is possible that the last inhabitants of the planet passed away in the 2100s, archeologists and historians uncovered multiple dead bodies, most of them not buried. The reason of their deaths are unknown, yet most of them seems to have died from natural causes, it is also speculated that the average age at that period was to be of about 30-35 years for the Savrean Continent tribes. For the Sûlnikan Continent, they live longer, about 40-50 years, they seemed to be the most advanced tribes on Terra II.

Colonization from Earth by the Frontier Federation (2170-2201)

By 2170, the first colonization wave arrived through the southern continents from the Germans, creating the first settlements.

Government

Port-Sereine is a Federal republic under a semi-direct democracy using a directorial system, meaning a group of 7 peoples called the Federal Council. On the 14th of November 2229, the Constitution of the Federal Republic of Port-Sereine was adopted, it has been in place since then.
The Federal Council hold most of the power in the country, holding the exercutive power while. At a majority of at least 4 on 7, they can veto any law proposition, which only happens on extremist laws. All laws concerning justice, security and military are handled by both the Federal Department of Defense and the Federal Department of Justice and Police, the internal and foreign affairs are handled by the Federal Department of Internal and Foreign affairs, the transport, communication, energy and environment are handled by the Federal Department of Public Affairs, the education and research are handled by the Federal Department of Education and Research, the economical and financial affairs are handled by the Federal Department of Finance and Economic Affairs and finally the culture, history and natural affairs are handled by the Federal Department of Culture, History and Nature.
Legislative power is held by the Federal Assembly, a bicameral legislature, including the upper house being the Senate and the lower house being the Council of the Republic. However as stated in the Constitution of the Federal Republic of Port-Sereine, all citizen have the right to vote and even contest a decision of the Federal Assembly using a referendum.

The Federal Assembly and Federal Council have their seat in the Federal Palace of Port-Sereine, Rue des Parcs 1. It is the official seat of power of the government of the Republic. It's a bicameral building including both the Senate and the Council of the Republic, at the top of the dome lies the Federal Council's office.

Foreign Relations

The Head of the Federal Department of Internal and Foreign affairs is appointed by the Senate and its term lasts for a minimal of 4 years and can have a maximum of 3 terms. The current head is Anne-Marie Sambrèze, former Federal Judge, being appointed in 2263. The country possesses embassies in 133 out of 145 countries.
Since its creation, the country has been a supporter of the Republic of Wolfsland, from a region of the former Empire of Olvagrad to its own country established in 2231. Both have been in a long time cooperation in the Keralian Peaks to uncover what is currently thought to be a former civilization that were here before humans. They also have a military cooperation with the Rosemarie Military Base in the Farnelan Alps, sharing military technologies and mutual defense agreement.

Port-Sereine possesses the 7th most powerful army on Terra II, it is divided into 5 branches, the Sereinian Ground Forces, Sereinian Naval Forces, Sereinian Air Force and the C.O.S.S SPECOPSCOM and the Sereinian Federal Guard. The Sereinian Armed Forces have a large sized military with 370,000 active duty and about 520,000 reservists, the country doesn't possess any form of conscription, yet the national pride is a very important reason on why so much people enlist.
Out of the 7 Federal Departments, the Federal Department of Defense receives the most funding with about 87 billion USD or about 13.4% of GDP. The Commander-in-Chief is the Head of the Federal Department of Defense being the superior of the Chief of Staff. The Head of the Federal Department of Defense is the only Federal Councillor chosen by the General Staff and not the people, the Head of the Federal Department of Defense was never under the rank of Corps Commander, he is the only one to be able to declare martial law after approval from the other members of the Federal Council.
The Republic is part of a military and scientific alliance with the Wolfslandian Armed Forces of the Republic of Wolfsland. Both share a common military base in the Farnelan Alps named the Rosemarie Military Base after Jeanne Rosemarie Dopfer, a Wolfslandian Colonel, it's a proof of cooperation between both republics after the Farnelan War in 2241.

The military includes a few special families who're in the duty for centuries, like the House of Rebetez, House of Bonaparte, House of Virandale and the House of Provence.

National Parks

There are currently 23 national parks, 15 federal and 8 regional. They are situated all around the country, including the 3 most famous Forêt de Nouvelle-Terre National Park in Eastern Movisan, the Terre-des-Lacs-d'Empire National Park in Southern Lerania and the Matilène National Park in Southern Avrocia.
On May 26th, 2261, the Government established the "Loi des Terres et Parcs", making the modification of national parks impossible unless the entire government accepts. A referendum was started by the Federal Office of National Parks and Nature, more precisely the Director-General Marcus Jéline, it has been accepted by a large margin at 89.5%.
