First Ran Ministry

The First Ran Ministry governed Themiclesia from 1833 to 1838 and was named for its leader the Baron of Ran. Ran's ministry was constitutionally distinct from its predecessors in that the Emperor Ngar (r. 1829 – 49) agreed not to make appointments without the approval of his ministers, in exchange for more latitude in choosing his ministers. This arrangement introduced a government fully competent in all policy areas, rather than splitting policy areas and offices between royal influence and the influence of ministers selected by the aristocracy.

Ran led the government as Chief Secretary of State with the chancellorship vacant. In Ran's time, there was little distinction between civilian and military offices: both were within the power of the political leadership to appoint and dismiss, and senior officers were considered politicians so that the government may exercise direct control over them.
