The Hereali Insurrection is an ongoing conflict between the Federal Republic of Foxomexra and the National Movement for Hereali Liberation (NMHL) fought mostly within the Foxomexran Province of Hereal. The insurrection began on 13 June 2017, on the centennial of the passage of the Baum Resolution, a federal law made during the height of anti-Hereali sentiment that resulted in the forced emigration of an estimated 150,000 Hereali people.
History of Conflict
Conflict between Foxomexra and the Hereali people dates back to 1728 - the First Hereali War, between the Empire of Foxomexra and the Empire of Hereal. Countless skirmishes and many conflicts took place between the two, until the Empire of Hereal was dissolved and incorporated into Foxomexra as a subservient Kingdom in 1821. Under Foxomexran rule, the Hereali people faced harsh oppression and persecution, causing hostilities to erupt frequently, as seen during the Foxomexran Revolution in 1843, the Eastern War in 1898, the 1924 Hereali Revolt, and numerous small insurgent activities throughout the 20th century.
Opening Stages
Federal Intervention
After the insurrection began nearing its second year, the Hereali government requested federal intervention. On 21 December 2019 the Provincial Convention of Foxomexra voted in favour of the resolution, followed by the General Assembly on 30 December 2019. The resolution was then signed by President Wilson Harrison and on 22 January 2020 the first federal forces were dispatched to work with the Hereali government to suppress the insurrection. Initially federal forces operated only defencively, providing assistance to the Hereal Self Defence Force mainly in the protection of population centers. The presence of federal personnel saw an escalation of insurgent violence, and in Spring of 2020 the NMHL launch their largest operation yet saw extensive fighting approach the outskirts of the Hereali capital. Following this, federal troops began offensive operations. It was not until October that insurgent attacks had declined to the point they were at prior to the arrival of federal troops.
Negotiations
In February of 2021, the government of Hereal offered an invitation to insurgent leaders to negotiate an end to hostilities. Although initially optimistic it soon became clear that negotiations would amount to nothing, as insurgent demands eventually centered around full independence from the province. This was deemed unacceptable by Hereal, and so negotiations were brought to an end. On 13 March 2021 a federal operation to eliminate the leader of the NMHL ended in disaster, with a loss of nine soldiers and a failure to achieve the primary objective. In the city of Ardgan, protestors gathered in front of the National Palace - meeting place of the Federal Legislature - to demand a recall of federal troops. Interest in continuing deployment remained popular in the federal government, though ultimately it was the Hereali government which became the driving force behind withdrawal.
In May the Hereali legislature signed into law a bill forcing a lessened federal presence, and in June Governor Kole Hurtolk extended an invitation for negotiations once again. Despite protest in the federal government, negotiations commenced and a ceasefire was signed on 27 May 2021. As part of the agreement reached, federal troops were to be completely removed from the province. The deadline for the withdrawal was 31 August, and from the time between the signing of the deal and the deadline, federal personnel gradually left the province.
