Hitotami (Kotoba Nakaban: 人民, lit. "people"), officially the People's Democratic Federative Republic of the Farvaran Peoples (Nakaban: 央人民連邦共産國, Nakabajinmin Renpō Kyōsankoku), is a country located in northern Farvaran continent of Midgard. It shares borders with Jianpei, Andrukh, Phatun, Axvalla and Tinza all the south. It is a federal socialist single-party state, comprised of ten autonomous republics. With a population of 755 million it is Xth largest country in thr world and the largest in Farvara. It's capital and largest city is Shinkyou, other major cities include Nishiaizu, Morioka, Kazuno, Yanbian and Rankei.

In wake of political unrest and the collapse of the short-lived far-right nationalist government under Taro Ogawa in 1940, various elements within the military, backed by masses of striking workers and peasants rose up in the Takizawa Revolution. Led by the Workers and Peasants Socialist League, a new socialist state was established, prompting the Red Renovation, in which thousands of political opponents and suspected counter-revolutionaries were arrested or executed. Tensions with other northern Farvaran states led to the outbreak of the Hitotamian Revolutionary War in 1942. Aided by superior numbers, officers and technology, the Hitotamian forces expanded across northern Farvara, establishing satellite governments. In 1946, these satellites were abosrbed directly into Hitotami, and a federal system was established. Between 1948 and 1959, millions died in the Greater Renovation, with collectivisation and industrialisation enforced with little regard for human life. In 1960, numerous uprisings among the constituent republics led to the Hitotamian Emergency which lasted until 1965, this was followed by extensive political and economic reform. These reforms enabled the opening of the economy, leading to significant sustained economic growth and development.

Since the introduction of economic reforms in 1966, Hitotami's economy has been one of the world's fastest-growing with annual growth rates consistently above 6 percent. Since 2005, Hitotami has been one of the largest importers and exporters of goods in the world, and millions have been lifted out of poverty. Hitotami is considered to be a great power, with one of the largest standing armies and considerable polito-economic influence over Farvara and the wider world. It is a member of the X, X, X and X.

Government and politics

The Workers and Peasants League is the founding and ruling political party of Hitotami.

Hitotami is a proletarian single party state and asymmetric federation under the people's democratic dictatorship led by the working class and based on the league of workers and peasants," and that the state organs "apply the principle of democratic centralism." There are three power hierarchies in Hitotami: the legislature represented by the Congress of Workers and Peasants, the government represented by the State Council of Ministers, and the Workers and Peasants League (WPL), the only legal party and the final policymaker in the country.

Workers and Peasants League

Following the formal establishment of the proletarian government in 1946, the Workers and Peasants League has been the governing party of Hitotami. Since 1948, the main body of the Hitotamese constitution declares that "the defining feature of Farvaran Proletarianism is the leadership and governorship of the Workers and Peasants League." The 1948 amendments constitutionalized the de facto one-party state status of Hitotami, wherein the First Secretary (party leader) holds ultimate power and authority over state and government and serves as the President of Hitotami.

At the top of the League is the Central Committee, elected at the Party Congress. In turn, the Central Committee elects members of the State Council of Ministers (also known as the State Presidium), First Secretary (President) and Vice Secretary (Premier), the de facto highest and second highest offices in Hitotami respectively. By constitution, the State Council collectively governs the country, with the President being the "highest representative of the body", though if sufficient consolidation is made, a highly influential and capable First Secretary can govern personally through the Presidency. The State Council is not controlled by the general party membership, as the key principle of the party organization was democratic centralism, demands strict subordination to higher bodies.

The electoral system of the party is mostly pryamidal in nature. Each federal entity has a subordinate branch of the Workers and Peasants League which operates an identical system to the federal government. State-level People's Congresses are directly elected by voters, but WPL candidates go unopposed on ballot papers. The People's Congresses then elect members to lead the state-level party and administration, as well as members sent as delegates to the Workers and Peasants Assembly.

Government

The President is the titular head of state, elected by the Workers and Peasants Congress. The Premier is the head of government, presiding over the State Council of Ministers composed of two vice premiers and the heads of ministries and commissions. The incumbent president is Jirō Yamanashi, who is also the First Secretary of the Workers and Peasants League and the Chairman of the Revolutionary Military Command, making him Hitotami's paramount leader. The incumbent premier is Ko Kajung, who is also general-secretary of the State Council of Ministers, the de-facto decision making body. The Premier is also the deputy leader of the WPL and RMC. In 1999, a constitutional amendment was passed mandating that the head-of-state should be drawn from the Nakaban ethnic group, while the premier would be drawn from the Lienshuese people.

As a federation, the Autonomous Republics of Hitotami operate some degrees of self-governance. The heads (First Secretaries) of Hitotami's Autonomous Republics and Mayors of its centrally controlled municipalities are appointed by the central government in Shinkyou after receiving the nominal consent of the State Council, following appointment by the regional congresses. The central government is permitted under the constitution to overrrule elected officials and appoint another candidate to the position. The central government also has the power to institute direct-control over any Autonomous Republic or municipality. In 2014, the local level government was reformed, merging city-prefectures with their wider prefecture regions, while introducing municipal prefectures for cities with populations over 3 million. This led to a centralisation of control at the state-level, while the same reforms empowered the federal government in certain instances of "national importance."

Administrative divisions

Hitotami is comprised of thirteen federal units, the Democratic Republic of Hitotami, nine Autonomous Republics and three Federal Municipalities of Shinkyou, Nanshuzhen and Takashima. The original four "proletarian republics" of Hitotami, Lienshu, Gosunsi and Utari (was granted nominal independence from Hitotami in 1947) signed the Treaty of Foundation in 1948, establishing the union of republics. In 1962, the number of republics increased with the creation of Omok, Koryak, Jin'nan, Qamdo and Lhuntse.

While nominally a union of equals, in practice the DRFP is dominated by Hitotamese. The domination is widely accepted as so absolute that for most of its existence, the country has been commonly (but incorrectly) referred to as "Hitotami". While the DRH is technically only one republic within the larger union, it is by far the largest (both in terms of population and economic output), most powerful, most developed, and the industrial center of the DRFP. However, since the late 1990s and early 2000s, this dominating position held by the DRH has declined with the purposeful elevation of Lienshu, who's population is expected to exceed Hitotami's by 2030. As such, many commentators argue that the DRFP is dominated by a "diarchy of Hitotami and Lienshu."
