Ilmer Yutrias (born 9 June 1974) is the 7th and current Premier (Pontissiano) of the Caropsyne Pontanore since 3 March 2020. Prior to his election to the Pontiana, he served as the second Speaker of the Cadriana and one term in the Euvodorian State Legislature, the Poliana.
Early and Personal Life
Yutrias, a Carthen, was born in the capital of the Pontanore State of Euvodora, Polmona. His father was a respected lawyer while his mother held a position in the State's Civil Directorate. Ilmer's parents noticed his strong academic talent early on in his life and spared nothing to get him into the best educational institutes in the state. He would go on to pursue his doctorate in political science. It was during his studies that he would meet and marry his wife of twenty-five years, Lidria. Ilmer received his doctorate in 1996 and proceed to be a professor of political science at the University. Over the next decade, he and his wife would give birth to three daughters.
Early Political Career
In 2008, he decided to run for a seat in the Euvodorian State Legislature, the Poliana, as an independent candidate. Yutrias used his tenure in the legislature to engage in philosophical debates on the issues of the day with his doctorate students while giving them an opportunity to help him not only draft policy but also also use it as an opportunity to help cultivate the next generation of leaders. His local representative in the Cadriana decided to not run for reelection and sensing a chance to better serve his beloved Pontanore, ran and won the seat. His academic reputation and well-versed philosophical rhetoric prompted his colleagues in the chamber to elevate them to be their presiding officer. As Speaker, he focused his efforts on engaging in a political battle between the Cadriana the Caropsyne-majority Pontiana on the matter of parity.
Rise to Power
In 2019, Cadriana Speaker Yutrias and Pontiana Executive Chairman Marias Gatto released an expansive report which laid down a wide range of recommended reforms for the Fostana: the upper, appointed chamber of Parliament. Premiers going back to Miria Seranoda desired to change what was considered the last bastion of wealth and privilege in the halls of Government. Seranoda had plans to create a meritocrtic body similar to what both the Cadriana and Pontiana recommended, however, neither she nor her successors could attempt such reforms in the name of maintaining their support in combating Dormondism. Yutrias' involvement would begin circulate his name in political circles as someone who could possibly lead the Pontanore.
Premier Josc on 12 August 2019, announced on State Telvision that he had informed the Pontiana's Executive Committee that he no intention of holding the Premiership for longer than one year. The Electoral Commission proceeded to set a date for the election to occur just before the end of Josc's year in office. Seeing an window of opportunity, several of Yutrias' closest allies reached out to him and strongly encouraged him to run for not only the Pontiana but as the leader of the Pontanore, the Premier. Those discussions would go through the first half of September, but after a long discussion with his wife and children, he was ready to get into the campaign. Ilmer declared his independent candidacy in early October 2019.
His electoral strategy was to attempt to emulate the same success Miria Seranoda had in coming to power in two decades earlier without the assistance of any major party. Though he was an independent on the ballot, he was well-known to have firm left-wing positions on many national issues which led to him being branded as the "New Left" candidate in the race by the media. This gave an opening to associate himself with the popular former Premier and embraced it fully in a keynote speech in Zaramela in which he promised the return of a powerful, left-wing government if he was elected and proclaimed the creation of the most robust field campaign ever assembled. He stated he would finally implement long-desired Fostana reforms, engage in economic consolidation, and reorganize and bolster Pontanore industry which had suffered for half a decade.
The combination of left-wing policies and a small degree of nationalist populism catapulted him in the polls leading up to the elections on 2 March 2020. Yutrias and the New Left won 52% of the Pontiana's 840 seats. While he had a firm majority to get his policies passed, he reached out to the leaders of the Green Party and the Communists to obtaining agreements to support them in exchange for cabinet postings. He would travel overnight to Fornænda to take his seat in the new Pontiana the following day. He formally accepted the Premiership and proceeded to announce his cabinet appointments.
