The International Coalition for Morova (INTCOMOR) is an active peacekeeping mission based in Kieva, Morova. The coalition is made up of three nations, Lyoa, Malgax, and Paleocacher. It is mandated to evacuate civilians from conflict zones, provide humanitarian assistance, and encourage ceasefires between warring factions. INTCOMOR maintains control over Kieva International Airport, and uses it as a base of operations.
Background
The Morovan Civil War is an active conflict between government forces and rebels of the Morovan Revolutionary Army. On the 12th of October, 2019, rebel forces advanced on the capital of Kieva. This alarmed the international community, many of which began ordering the evacuation of their citizens from Morova as clashes between pro-government and rebel forces erupted. The government of Lyoa elected to mobilize a 500-man force by sea to reach Kieva and rescue Lyoan citizens with the permission of the Morovan government. Malgax and Paleocacher shortly followed, mobilizing their own armed forces, the former to the dismay of some of the international community. The three nations decided covertly to combine efforts, and announced the creation of an international coalition to rescue citizens in Morova.
Initial Operations
The official announcement of the creation of the coalition came in the afternoon of October 12th, the same day the rebels began their march on Kieva. Lyoa sent an additional 100 troops by plane to quickly arrive in Kieva International Airport. Later that day, Malgan forces arrived in the airport by air, and secured it. Malgan operational command relayed an all-clear message to the rest of INTCOMOR and set up defensive positions to protect the airport from any potential attacks. At approximately 5 pm, the Lyoan advance force landed at the airport alongside Lyoan Major Thomas Mpuranda, who was put in overall command of the Lyoan forces in INTCOMOR. The Malgan commander, Captain Derry Cornel II, was already at the airport alongside the Malgan forces. Cornel II offered a transfer of command to Mpuranda, which he declined in favor of forming a joint command council of each of the leaders of each of the forces. Lyoan troops began unloading the light armored vehicles they had brought with them and began to assist the Malgans in securing the airport. At this point, Alexei Karamazov, the MRA commander, allocated 50 of his troops to help facilitate INTCOMOR's mission, although their assistance in the mission is largely unrecorded. At around 7:30 pm, the Paleocacherian advance force arrived by air and landed at the airport and joined the rest of the coalition. The Paleocacherian commander, Major Dillon Larson, joined the command council of the mission.
The next day, at 2:30 pm, INTCOMOR issued a statement to the two belligerents in the civil war requesting a ceasefire. This was promptly denied by the government, stating that "the immediate retrieval of government assets is necessary". There was no response to the offer from rebel forces. The rest of the Lyoan force arrived at 8 pm that night, and unloaded its forces via helicopter to the airport. Additional vehicles were brought in as well. At this point, forces at the airport numbered around 800 or more.
At 2:08 pm on October 14th, the remainder of the Paleocacherian force arrived by sea, and began unloading at the airport, bringing the amount of Paleocacherian troops in Morova to around 550. The coalition then began to plot its moves, and attempted another ceasefire. A request was sent out at 3:30 pm, but it was promptly ignored by both sides. INTCOMOR continued to discuss the next move, not wanting to send their forces into a hot combat zone, but also not wanting harm to come to their citizens. Pro-government soldiers also began to advance upon the capital, an attack which continued through the 15th. Pro-government forces began overwhelming the rebels, raising fears in INTCOMOR that the mission would be compromised.
At 2:36 pm on the 15th, INTCOMOR forces left Kieva airport and began approaching the embassy sector of Kieva city. INTCOMOR forces arrived at the embassies around 45 minutes after departure, and secured the area without incident. Paleocacherian forces secured a plaza for potential helicopter landings, and the armies began to evacuate the embassies. Several hundred people, many with injuries, were evacuated from the embassies and loaded onto vehicles and helicopters to be taken to the airport. The exception was Paleocacher, whose armed forces brought its citizens to its naval fleet. At this point, both factions of the war accepted the ceasefire. The evacuation was successfully completed by 5 pm, and all military forces were withdrawn to the airport.
Malgan forces withdrew the next day. The LNDF stated that it would maintain control of the airport until a TCN vote was held on its status. The LNDF and Paleocacherian troops still control the airport, and have begun discussing plans for another rescue operation or bringing in aid agencies. Paleocacher itself has brought along a field hospital and medical staff to support operations at the temporary base. Malgax still maintains diplomatic support of the mission, but has no military forces deployed as of now.
Current Operations
The INTCOMOR mission maintains control over Kieva International Airport, and has set up aid stations, as well as living quarters for the troops stationed there. The airport is manned mainly by Lyoan troops, with around 60 Paleocacherian personnel remaining at the airport to assist in humanitarian efforts. The government of Malgax diplomatically supports the operation, but no Malgan troops are present at the airport or in Morova as a whole. As of now, INTCOMOR forces have simply worked on maintaining control of the airport and modifying the airport for humanitarian uses.
Other Evacuation Efforts
The countries of Willdavie, Greater Sacramento, and New Gandor all had simultaneous rescue efforts occurring at the same time as INTCOMOR. Willdavie sent its armed forces to Kieva and evacuated some of its citizens using the airport with INTCOMOR permission. Greater Sacramento mobilized aircraft to evacuate its civilians, without the use of an armed escort. New Gandor send its navy to the Morovan coast as a security measure and supported the Sacramentan evacuation with personnel, vehicles, and funding.
