Paleocacher, officially the Republic of Paleocacher, is a large heavily populated country on the planet Terraconserva. The country is one of the largest in terms of area and population on the planet with an estimated size of 1,425,000 square miles. The population of the country as of the last census was two hundred and four million people in the year 2015. It is bordered on three sides by the ocean and by unclaimed lands to the south. Gjorka is Paleocacher's closest neighbor. The capital city is Gardena on the western coast.
History of Paleocacher
The territory known as the Republic of Paleocacher was previously divided between two rival kingdoms one in the east and one to the west. When the two kingdoms were not warring with one another they were trade partners and their economies burgeoned. In the year 1606 after forty five years of peace and prosperity the Queen of the Eastern Kingdom passed away and her eldest son Maximilian took the throne. He had long desired the hand of the Crown Princess of the Western Kingdom, Alexandria Vilankthian. When she turned him down after he ascended the throne he attempted to abduct her while she was on a state visit to the Eastern Kingdom's capital. The war that ensued was one of mutually assured destruction as the armies of the two kingdoms slaughtered each other vying for control of the only moderately populated but strategically important and regionally rich border region in the middle of the continent between the two coasts. The people of this region, growing tired of the war abducted the kings of both the neighboring kingdoms from the site of a battle and held them captive in a tavern in the small village of Bullmar located along a river in the Great Prairie. The rebels forced both kings to sit together and air their grievances to one another. When the two men refused to cooperate the rebel leader Simon Gander drew his sword and symbolically nicked the hands of himself and of both kings to show them that all are the same on the inside. The two kings agreed to stop fighting and the peoples of the two kingdoms which had once been whole and who were so interrelated and intermingled decided they no longer wished to be separate and both kings were forced to step down from their thrones. The first parliamentary election was held in 1610 and a Chief Minister was chosen to arbitrate the disputes between both sides. The capital was originally in the town of Bullmar, but after a series of earthquakes, droughts, and famines struck the East and Central regions of the country in the 1870s much of the country's industry and eventually the capital were relocated to the Western coast. The country spent a long time recovering and eventually began to spread north and southward. The settlers landed on islands in both oceans and expanded their country's territory. However after border conflicts with several other regions in the late 1910s it wasn't until the last couple of decades or so that the Paleocacherian government began sending trade delegations abroad and began really trying to develop itself into an international state.
Government of Paleocacher
The Republic of Paleocacher is a Representative Democracy. As such it's government is composed of three different branches. The executive branch of course has the President and the Heads of the various government departments such as the Defense and Interior Departments. Presidential elections take place every five years. The legislative branch is composed of the National Assembly and its two Chambers. The Chamber of the Senate is an upper house and has a set number of representatives. The Chamber of Generals is the General Assembly and is population based. The country is divided into twenty five states and two territories. Each state has three Senators and a minimum of one General Representative. The total number of senators is 75 and there are 412 representatives. One representative is responsible for meeting the government needs of half a million constituents. There are also four representatives who each represent a territory, which is a populated area too small to qualify as a state. The territories are the Fjordland and the offshore islands of Saint Genevieve's, Garuda, and White Island. State governments also have their own legislatures and governor's to craft laws on issues that are not covered in the National Constitution. The Judicial Branch of government is composed of federal courts. There is a National Supreme Court and Appellate and District courts in each state. Each state also has its own Superior and Supreme Courts. Each state has counties which have local branches of municipal courts and an elected council and chief enforcement officer or sheriff. Incorporated municipalities will have a mayor and city council.

Geography of Paleocacher
The Republic of Paleocacher is situated on the northernmost end of the Eastern Continent. Strong oceanic currents off of both coasts bring in lots of moist air and precipitation. The country's south enjoys a temperate climate and the Great Plains lands are fertile due to a combination of the moisture blowing in from both coasts and the presence of a chain of extinct shield volcanoes dotted seemingly randomly throughout the region. The northern reaches of the country are prone to heavy snows in the winter months but massive ancient coastal temperate rain forests reach all around the northernmost peninsula. The eastern peninsula is known as Fiordland and massive mountains and deep water filled valleys dominate this remote region which is lightly populated except for occasional mining and fishing communities tucked deep within its inlets. The Southwestern coast has an almost Mediterranean climate but much wetter so large forests of pine trees, redwoods and the like cover the coastal hills and ranges.
Economy of Paleocacher
The economy of Paleocacher is 6 trillion Selkies per year. A selkie, which is the Paleocacherian national currency is valued at 1.9 to the NS dollar. So in international currency Paleocacher's GDP is 11.4 trillion dollars per year. The GDP flows down to about 55,600 dollars per capita. Roughly 30% of the national GDP per year is spent by the government. The country's vast and economically fertile hinterlands produce an overabundance of grains, vegetables, and range grown food products which along with a variety of manufactured electronics and medicines are the country's primary exports. The country relies heavily on sea going shipping for exports and imports. Deep sea fishing and offshore mining and natural gas drilling are also lucrative industries. The country's private industries have to import most raw materials except for iron and copper ores which can be found in moderate amounts in the country's northern mountains which have some volcanoes. The country's power and infrastructure are run mainly either by geothermal power or by natural gas which is found in abundance on the Eastern coast. The country has an extensive rail and highway network connecting both coasts.
Military of Paleocacher
The Military of Paleocacher has some 650,000 active duty and 250,000 reserve personnel. The majority of the personnel are in the army which numbers 330,000 personnel. The army is divided into 22 fifteen thousand man divisions. In a fifteen thousand man division ten thousand are combat troops and five thousand are reserve and support personnel. Of the 22 army divisions there is one Marine Division and two airborne divisions. The remaining nineteen divisions are divided between nine infantry divisions, five armored divisions, and five mechanized divisions. The Air Force has one hundred thousand personnel and has over eight hundred aircraft. Types of aircraft range from the F-22 Raptor to older models of bomber such as the B-68. Air Force unit organization is as follows.
The Navy has 220,000 personnel. The Navy has over one hundred and fifty vessels and by law has enough sealift capacity in reserve to transport three army divisions at once. The bulk of the Navy's ships are destroyers and frigates but it does have two light aircraft carriers and several missile cruisers. One carrier, called the Leviathan, of an entirely new class was laid down in October 2017 and is expected to be fitted with new high tech weaponry when its commissioned in early 2020.
The Naval Coastal Patrol division is composed of Naval Reserve men who act as a full time active duty coast guard. Their lightly armed cutters and patrol boats are fast and used to guard the coastlines, and act as search and rescue and disaster relief forces.
Law and Order
The Paleocacherian system of law enforcement is a relatively simple one. Federal laws are enforced by operatives of the Departments of Justice and Public Safety. The Department of Justice focuses on enforcement of federal laws and has several agencies such as the Federal Investigation Bureau and the Federal Prosecutions and Prisons Services. The Department of Public Safety is charged with protecting national security, securing the borders, and conducting intelligence to detect terrorist and foreign threats to the nation. Agencies under the Department of Public Safety include the Internal Affairs Agency, the Coastal Patrol, and the National Office of Security Enforcement which has several sub agencies responsible for border and immigration control and counter terrorism. Foremost among these agencies is the Patriotism and Immigration Authority.
Enforcement of state laws is handled by state and county law enforcement. All states have a state police force or highway patrol to police rural areas and county sheriffs for each county. Only a few of the nation's cities will have their own municipal police forces. Aside from these large departments municipal police forces are rare. The average ratio of police officer to citizenry is 1:350.
The Paleocacherian Prison system is different than many other nations. Convicts who have sentences of less than a year and people awaiting trial are confined to county/district/city jails. Convicts serving sentences of less than five years are confined to state prisons which are minimum to medium security and are generally focused on rehabilitation. Convicts sentenced to more than five years or who are repeat and violent offenders are confined to federal prisons. The Federal Prison Service has no minimum security facilities. The maximum security units designed to punish offenders and rehabilitation is nearly unheard of. The Paleocacherian government exercises the death penalty for treason, several types of aggravated murder, rape with violence, espionage, and torture. But by no means do all cases of these crimes result in the application of the death penalty. The Paleocacherian Justice System has four methods of execution. Death by shooting, lethal injection, gas chamber, or mauling.
Paleocacherian Culture
Clovity is an antiquated religion with one god and a hierarchy of minor gods. Their main teachings revolve around promoting honor and avoiding evil, and these teachings are often passed on through weekly temple visits and communal praying sessions. Clovity's teachings come from a translated book given by an angel and marked the beginning of time. Some of their religious symbols are represented in the form of necklaces, hair pins and statues. The Eusazy language is derived from a mishmash impromptu combination of the two ancient languages spoken by the East and Western Kingdoms. The languages were similar in basis but had many differences in grammar and enunciation. The modern language of the country is a hodgepodge of many elements from both sides and even today an "Easter" will have different syntax and pronunciation of many words than a "Wester".
Demographics
The population of Paleocacher is composed of 90% native Paleocacherians who speak the national language. Due to the largely insular population the percentage of the population who are immigrants or who are descended from them make up only ten percent of the national population. The primary religion of Paleocacher is Clovity. Paleocacherians speak Eusazy but many are learning to speak foreign languages as the country opens itself more to outsiders.
Paleocacherian Politics
For the first two hundred years of the country's existence there were three political parties, one for each geographic region of the country. However after a the natural disasters of the 1870s the country was united under a single political party, the National Union party and politics remained largely stagnant until 1969 when a terrorist attack by unknown foreigners caused several hundred casualties in the city of Chicajun. A new party called the Social Order Control Party decided to run for government on a reformist, liberal platform. The party gained control of the government and issued a series of social and economic reforms which included the country opening its borders to limited immigration, expanding international trade, and joining the Council of Nations in the June of 1977. The ranks of the Social Order Party were dramatically reduced in 1999 after several scandals revealed widespread corruption in their government and many politicians were incarcerated. The National Union party formerly ultra-conservative was reinvigorated by new blood and a newer more moderate version of the party won the majority in the 2000 parliamentary elections. They retain control to this day but the SOCP is trying to make a comeback alongside several other minor parties in the 2020 presidential election and the 2022 parliamentary elections. Paleocacher's largest and most important cities are Gardena, Liberty City, Chicajun, and Bullmar.
