James Richard Winters (born 8 December 1585) is an Merian politician who is the 6th and the current president of the United Federation. He previously served in the Federal Navy from 1605 to 1613, he was in command of the Federal Navy's Flagship, Battleship Hyperion BB-01 in 1911 to 1912. When it was decommissioned as the flagship of the Fleet.

Early life (1585-1608)

James Richard Winters was born 8 December, 1585, at Goldwood Federal Hospital in New Venezia, Maryland, to Elizabeth Kinswood and Steven Winters. The youngest child in the family, he has a sister, Amelia and a brother, Jock. Elizabeth were of Erionese origin while Steven are Marylander.

James's family were of relative wealth, mostly coming from his Mother. Who is a daughter of a small barony in Erion. While his father, was a respected scientist within the Federation. With such background, James lived the life of a average middle-class family within the Federation.

He studied at Josephine High School, a renowned High School named after a Maryland Scientist, though he was declared by the schoolboard as a academically failure. In the end, he still managed to graduate in 1603.

He then begun his college education in the Federal Military Academy Polaris as a Naval Officer Candidate, not without efforts due to his low scoring during the national exam. In Polaris, He would prove himself to not be a failure as previously believed. He would prove himself to be a giant in literacy. However, he was well-known for getting into fights as well hopping the Academy fences, this have, many times. Nearly got him expelled. This is also where he met his friend and future vice president of the Federation, Ensign Kerry J. Morrison as well Ensign Frederick Edgar, future Chief Of Naval Operations of the Federation. In 1608, James graduates the Academy and were made Ensign and assigned to the U.S.S Hyperion as weapons operator.

Military Service (1608-1913)

Within the Navy, he would once again prove himself to be a man full of bravery.

During fleet forces exercise. The U.S.S Crescent Moon, LCD-05's ammunition stowage detonated due to faulty wires, which caused fire on board the shell and detonated one of the heat-based ammunition for the aircrafts. Ensign James, who was manning the Machine Gun on starboard of the U.S.S Hyperion saw the detonation, he and his friends, Ensign Kerry, Ensign Douglas and Ensign Frederick. Without authorisation. Deployed a RHIB from the deck of the Battleship. They proceeded to the sinking Crescent Moon. According to Admiral Halsey, Commanding Officer of the Fleet at the time. "While this would usually result in court martial for not awaiting for orders. Their actions saved way more life than when we could order a proper rescue operations. Ballsy, really ballsy."

He and his friends rescued 14 lives during their initial sinking. Without fear, they returned for a second run. Saving another 10. They continued until the Crescent Moon fully sunk. In total, within 7 hours. He and his friends conducted 12 trips and saved at least 80 sailors.

With such course of action and display of courage. He was awarded the Federation Sapphire Fire for exceptional heroism. The second highest award of the Federation as well the Knight's Iron Cross with gold for his leadership during the rescue operations.

After such display of courage, James continues to rise in ranks at rapid speed. Serving on board the U.S.S Hyperion as Weapons Officer and later as Executive Officer. Finally, in 1611. The Admiralty promoted Winters to the rank of Captain and granting him the command of the flagship of the Federation, the U.S.S Hyperion.

Commanding U.S.S Hyperion

As the Battleships were being phased out by the Federal Navy, the Hyperion soon find itself to be the only battleship remaining in service. The Hyperion would later find itself in a small open armed conflict between the Federation and a group of pirates. The Hyperion, which at the time were at sea in international water stumble upon a battle between the Coast Guards and the Pirates. The Hyperion, without any warning. Opened fire with it 40cm main batteries upon the pirates. Sighting the Hyperion. The Pirates quickly fleed the battle, disregarding the loots they accquired previously after attacking cargo ships for weeks on end.

In 1912. He was offered the command of the U.S.S Sovereign CVN-01, the newest vessel in the fleet. He refused the offer and continue to command the Hyperion until February. Where it was ordered to conduct it last voyage with the fleet, where when it return. Will hand the mantle of command over to the Sovereign, crowning it the new flagship of the Fleet. Afterwards, Winter's military career slowed down, he was ordered to a desk job in Naval Station Coral Blues, located in the far distant island of Auroa.

In August, 1912. His friend Morrison declared he would run for Presidency, James, still stuck in NS Coral Blue joked about competing with Kerry for presidency. Thinking that Kerry would win in a landslide. Of course, history didn't play out that way. In December 1912. He was removed from his post in Auroa and was ordered to return to the Federation mainland for the upcoming election.

Presidency (1913-present)

In 1st of January, 1913. In what was a joke. then-Captain James won in a landslide. 12 for and one abstain from the Federal Council.

Then-Commander Kerry Morrison described the event as "out of blues".

He was inaugurated on the same day at 4:00 PM, Local Time at the Federal Square, located in the Government sector of New Venezia. On the foot of the mountain where the Presidential Tower seat. after a lengthy discussion of the Federal Council from 8 AM to 3 PM. At 28, he is the youngest person to have assumed the office. James's inaguration was attended by Former President and General Alicia Hunt, who blessed him with good health and good luck in leading the Federation. President Alicia Hunt described James as "Mad, quite mad. Like a dog on a leash. The Federation is in capable hands."

James's inaguration address were written by him during the waiting for the Council discussion to finish. Like all Presidents of the Federation, he stood on the stage. Under the gazing eyes of million of curious Merians. The following are his address:

It is my greatest honour to be selected by the Federal Council,
To represent the Federation, to represent you. My fellow countrymen.
I did not believe I would become the president.
I ran as a joke, as part of a challenge.
However, today. I was proven wrong.
So, while I may be incapable. For I am just a sailor,
I, Will swear to the North Star. That I will not falter,
I will not cower, I will work to the utmost of my ability
to not fail you, my fellow countrymen.
Thank you for believing in me.
So, let's me serve you. My dear Motherland!
For the star will always shine over the Federation and her people!

After James's inaguration. On the next day, James's policies were published on the Government website and broadcasted nationally.

The following are of his policies:

1. Continued improvement to quality of life.
2. Continued development of green energy system to supplement nuclear power.
3. Continued further expansion of Cameron Policy on Universal sapient rights and services.
4. Removal of isolationism policies in favour of a open-door and market polciies.
5. Less restriction for industries working with foreign nations as well support for foreign corporations to settle within the Federation.

Personal Life

James is somewhat reserved. According to close friends, James is relatively easy-going, but would not seek out for others. Whether in intimate relationship or just socialising, it is said that James prefer reading in quiet or travelling to see the nature around him.

It is also mentioned that while he is reserved in social. He has a strong presence among others. He make speeches and announcements when required even if he don't want to.

James is of relatively short build compared to his peers. Standing at 1.65m tall and only weigh around 70 kg. However, surprisingly. He is known for his abnormal strength.

James is a talented artist and writer, however. Due to his academic failure (more likely because of his inability to sit in a classroom which cause him to fall asleep during class.) He was not able to go to the Federal University of Arts and Literature, hes also a renowned baker and chef. Which he enjoys to do every weekend after his government duties are done. Where he would cook for the public, usually the elders without children or orphans at public facilities throughout New Venezia. According to people within the Government, he has huge dislike toward security details and would often sneak away from them or distract them and flee. How he conduct these public events without the security detail noticing is still a mystery. However, it is known that he never host it at the same place next week.

In privacy, it is known that he is quite a loudspeaker. He enjoy alcohol and profanity. However, he does not support excessive drinking. He also dislike smoking, according to Admiral Frederick Edgar about James, he described "If you smoke in front of him, He'll grab the smoke out of your mouth and throw it out of the window. Do not smoke in front of him."
