Julio Miguel Lizardo Velázquez y Muñoz (15 June 1904 – 6 December 2002) was an Ilarian military and general officer who served in the Ilarian Army from 1925 to 1975. He is known for serving in Compañeros de Sacristán of Oboe Company, which was a formation of the Allies' Special Operations Executive, and held a crucial role in the formation of the Armed Force's Special Forces.
Velázquez was born Urumaguas to a middle-class family that owned a restaurant. Against his parents' protests, he attended Army Officers' Academy at San Berscada and graduated as a lieutenant. He served with distinction during the Ygacuá War where he lead a vanguard attack against the Archadians in the eponymous region. He was then noticed by Ignacio Román Santángel, who assigned him to the Ilarian Legion, a Ilarian army formation sent to assist the Nationalistas in the Estharian Civil War. His battalion gained noteworthy attention at the Battle of Blasca, where he lead the defence of the strategically important Cortes Point. He then fought in the Sixth Zacaya War, a theater of the Second Europan War, where he served in the Special Operations Executive and participated in special missions which he adapted to well. After the conflict, he was promoted to Colonel and was active in the formation of the Ilarian Army's Special Forces. During the War of Lorican Aggression, he was promoted to Army General and commanded the Second Army, which played a significant role in the Northern Front. He retired in 1975, and lived the rest of his life as a farmer until his death in 2002.
Velázquez is a caring officer who notes the well-being of his men. He is also acknowledged by his comrades as a friendly and witty, while at the same time, being diligent and calculating.
