Liberty City or L.C. is the largest city in Rizealand with a population of 10,187,126, as well as the largest city and capital of Lothicania.

History

Geography

Liberty City is located on the western coast of Rizealand in the southern half of the state of Lothicania. It has a total area of 4,785.84 square kilometers, making it the largest city by area as well as population in Rizealand. Liberty City is located at the mouth of the Weanoke River on Lothicania Bay and mostly consists of flat lowlands with very dense development, ranging from parks to skyscrapers. The city has an marine climate with temperate weather, due to its location on Rizealand's west coast. During the summer, Liberty City receives around 3 to 4 inches of rain a month and has high temperatures between 65°F and 71°F. During the winters, it receives 11 to 15 inches of rain a month and high temperatures between 49°F and 55°F. Every year on average, Liberty City receives between 2 and 7 inches of snow with most snowfall occurring in December and January.

Cityscape

Liberty City is divided into seven boroughs, which used to formerly be counties in Lothicania. Originally, Liberty City only existed in the Liberty Borough (formally known as "Liberty County"). As Liberty City grew larger and spilled into the surrounding counties, the city's limits were expanded and the six surrounding counties were incorporated to form one consolidated city government while the seven former counties became seven boroughs.

Liberty City is a metropolitan municipality in Lothicania that consists of seven constituent boroughs. Since its consolidation in 1886, it has a mayor–council government and is organized under the Liberty City Charter with the responsibility for public education, public safety, recreational facilities, sanitation, water supply, and welfare services. The Liberty City Assembly is the 61-member unicameral legislative body responsible for enacting ordinances and local laws, which are codified in the Liberty City Code. Because Liberty City is a charter city, its local laws and ordinances carry the same force within its jurisdiction as the laws and acts of the Lothicania State Assembly. The mayor is the head of the city's government and is responsible for directing the operations of the city's government, creating and proposing a city budget, signing the City Assembly's bills into law, and directing the city's various agencies by appointing or removing their directors. In addition to these agencies, there are two city officials who are elected independently of the mayor: the City Attorney (who is responsible for conducting international investigations, advising and representing the city government, and conducting prosecutions of misdemeanors, regulatory offences, and administrative infractions) and the City Treasurer (who is responsible for conducting financial audits of city agencies, serving as fiduciary to the city's public pension funds, and overseeing all expenditures and collection of revenue). The mayor, city attorney, city treasurer, and members of the City Assembly are elected for three year terms with a three consecutive term limit in citywide elections, except for the City Assembly, whose members are elected from single-member electoral districts.

The City Court of Liberty City has jurisdiction in all seven boroughs over criminal misdemeanor cases, small civil claims, housing issues, and administrative cases.
