Manuel Bac Khai Vương (15 September 1899-20 October 1972) was the 1st Prime Minister of Quenmin and the only Prime Minister of the Federation of Quen Minh from 1945 to 1947. His administration was considered to be Quenmin's first step to the future. His "Three Principles of the People" was a contributing fact to this.
He was exiled in 1923 after he protested against Hiep Mang's expansionist policy and the unfair taxes that the Emperor had imposed throughout the land. He went to Guadosalam but was not allowed to seek refuge so He went to Altissia before arriving in Lucis. He was also the voice of the Free Quenminese People during the Second Europan War.
