The Miracle of the Northern Nihhonese Fleet at Kamisaka was orchestrated by elements of the Royal Nihhonese Navy who still remained in Nihhon-koku following the signing of the 2043 Nihhonese Armistice, that caused Nihhon-koku to be an independent allied state of the Seleucids. The Seleucids, hearing of the largest Nihhonese fleet at Northern Nihhon-koku still had failed to evacuate, the Seleucids demanded the turn-over of the fleet to the Seleucid Imperial Navy.

However, the commander of the Northern Nihhonese Fleet, Admiral Kazunori Komatsu refused to abide by the laws and immediately requested help to help his fleet escape. This was provided when Concordian Admiral Roderick Stuart and his 21st Fleet sailed along with elements of the Archadian 25th Home Fleet under Admiral Ricardo Anselmo. The two navies collided with the Seleucid Imperial Navy fleet sailing to the Port of Kamisaka in order to capture it. The engagement would allow Admiral Komatsu to immediately sail his ships away from Kamisaka and into the safety of Rubrum. Over the day, 153 vessels successfully escaped as the last of the fleeing Nihhonese personnel set the Port of Kamisaka on fire and scuttled the remaining ships that were still under repair. By the time that a Seleucid detachment arrived at Kamisaka, the 7 ships were scuttled and irreparable, and Kamisaka's facilities unusable.

The success at Kamisaka caused Admiral Komatsu to be recognised in saving the very last of the Nihhonese populace who wanted to flee from Seleucid control. He was hence given the title of The Angel of Kamisaka. Meanwhile, his aide Noriyuki Sora guessed correctly that the Seleucids were preparing to use the ships in the coming Battle of Concordian Sea. The failure of the Seleucids to capture the Nihhonese fleet prevented them from acquiring Nihhonese technology that could have given them advantage at the coming battle.
