The Monarchy of the Oubastines, or the Oubastine Monarchy, was the executive government of the 32 Fabrian rulers of western Scipia from the 13th to 19th century. The title of the monarch was "King" and women were expressly forbidden from acting as monarch. The title was an elevation of the earlier title King of Andagra when Nazario unified the two Oubastine states of Andagra and Namjay. Nazario was confirmed by the Pope and all successive monarchs were confirmed in the same way.

The King was selected by all of the Prince-Bishops of the realm on the advice of the Princes of the Realm (ie all of the great nobles). An unwritten expectation was that, while an individual monarch's descendants were not guaranteed to inherit the throne, they should share some relation to the dynasty. This convention was broken several times, but both times that it was successfully violated, it caused a civil war.
