Nisihara Mari (born April 2nd, 1986) is a Neo-Korean politician and the recently promoted Minister of Foreign Affairs since 2034. She had not possessed any notable roles in the government before that point, making her rise to the position something of a surprise - which many have linked to the effort of Beom Dae to assert more control over foreign policy. As it currently stands, she has overseen both the collapse of Svetvostok-Kāichrén relations and the admission of Cauteria to the Pan-Regional Multilateral Partnership.

Nisihara has not been noted to be a member of any factions, making her one of three individuals present in the current Beom Cabinet to not possess such. Nisihara has been noted to be far more dynamic on a personal level than her predecessor, making it a point of speculation on if she will become more influential in the organization of foreign affairs over time. She is the first female Foreign Minister ever appointed, and the 14th cabinet-level official in a Neo-Korean government to be female, believed to be as a result of Beom Dae's desire to equalize the government with regards to both gender and age.

Early Life

Born on the second of April, she grew up in the southern portion of Omiskan, in a district notable for possessing the Omiskan Central Museum for the Military Arts. Her father was Nisihara Ken, a minor staffer for the Central Governing Council, with her mother being unknown. She attended the Academy for State Affairs after her period of time in a Creche, and would be in the top 10 percentile of students whom graduated in 2008. She participated in the inaugural Pan-Hiakemirian Debate Competition in her final year, ending in the top 20 before being eliminated.

She would take an interest in drama and foreign languages, learning Seurian, Matsumean, and Jien. She was involved in a student effort to assist in the organizing of artistic efforts in smaller communities, collecting several pieces of art which would later be exhibited in Omiskan. She additionally has a bachelor's degree in economics.

Career

Following her graduation from the Academy for State Affairs, she would be selected for an reserved role in the Ministry of Foreign Affairs - spending an additional two years studying the geopolitical / internal political environment before being allowed to take a role in the Ministry. This reserved role would be rewarded as a result of her highs scores during graduation.

Pre-Foreign Ministership

Following her acceptance to the Foreign Ministry, she would be a minor bureaucrat for several Pan-Hiakemirian cultural events that Neo-Korea attempted to organize, although none would attract international attention. During the Invasion of Jungg'o, she would be involved in the organization of diplomatic efforts to attempt to prevent continued damage to the foreign relations of Neo-Korea due to the war, being involved in the attempt to restore relations with Meridon before the 2015 Marquesan Intervention accomplished such.

She would be sent to the Neo-Korean embassy as a minor staffer in Meridon for an approximate four year period (2018-2022), picking up the Meridonian accent of Seurian in the process. At the end of this period, she returned to doing bureaucrat work for the Ministry - a state of affairs which continued until her ascension to the role of Foreign Minister. During this time, she would be a staffer for Goda Nobuyuki, a member of the Council on Marquesan Relations, which was influential in the establishment of ongoing trade relations with Marquesan after the end of the Intervention.

Ascension to Role of Foreign Minister

Following the Arrest of Terenti Petrov, Beom Dae would assume the position of Foreign Minister for a four-hour period, until Nisihara's appointment as Foreign Minister was approved by the Central Governing Council in a rapid vote. She would officially become the first female Foreign Minister on April 8th, the same day as the arrest. She is the 5th foreign minister to be instated since the establishment of Neo-Korea. Shortly after being appointed as Foreign Minister, she would begin organizing a press conference on Neo-Korea's foreign policy, with the promise that such would reoccur in the future.

Additionally, during this period she would have an approximate 5% of the foreign ministry's higher bureaucrats reassigned to different ministries, in what was seemingly a way to remove internal enemies within the ministry and promote loyalists. Nisihara has been seen repeatedly meeting with Beom Dae - with many foreign policy actions occurring after such, implying a closer relationship than Terenti and Beom.

Collapse of Relations with Svetvostok

While primarily an inherited issue from the later stages of Terenti's ministry, Nisihara would officially confirm the end of joint military design activity - and the potential end of shared economic activity entirely - if Svetvostok continued alignment with Janpia, reinforcing the more aggressive stance against the latter taken by Neo-Korea in the past decade. During her first press conference, she would declare that Svetvostok had engaged in "blackmail" against Neo-Korea, and that if relations were to be resumed it must be in the context of the gaining of mutual benefits.[1] She additionally declared a willingness to engage in new meetings if the former conditions were met.

Foreign Policy Positions

Janpia

Nisihara has, throughout the opening period of her term as foreign minister, repeatedly offered verbal opposition to Janpia, alongside threatening to take action to economically cut ties with Svetvostok for engaging in greater trade and political activity with Janpia. While this is the general continuation of policy in place since the establishment of Neo-Korea, Nisihara's rhetoric has been notably more aggressive - placing Janpia in many respects as a power equal in hostility to Aureumterra, and deserving of the same treatment. Additionally, Nisihara is the first foreign minister to officially respond to Janpian claims of genocide occurring in Jungg'o, claiming said claims are both hypocritical and politically motivated owing to lack of Janpian action to condemn other states.
