Quan Xuegang (Nanzhouese: 權學剛 born November 19, 1955) is the current President of Nanzhou having taken office in 2013. He previously served as a member of the Senate for Neihai from 1999 until his resignation in 2011 to run for President in the 2012 Nanzhouese Presidential Election in which he became the first President from the Right-wing conservative Nanzhouese Accord party which he founded in 1995 to participate in that year's Hankou Mayoral Election. Quan has been described as a Right-wing Cultural Conservative.
Born in 1955 in Kalinko, Quan grew up in relative comfort due to his Father's position as a top ranking civil servant and later Mayor of Kalinko. Quan struggled in school and was at one point expelled from his School following a fight although the expulsion was later reversed. Quan joined the Military after leaving High School and was present during the 1975 Fakong Crackdown and the Marlimu Massacre in which 177 Fakongese protesters were fired upon by the Nanzhouese Military after several weeks of clashes. Quan left the Military in 1982 to run for a seat on Kalinko's city council where he narrowly lost a spot on the council. He later married his Campaign Manager Wu Xinyi and moved to Neihai to work in the Defence Department. Five years later he ran successfully as an independent candidate to win a spot on Neihai's city council. Quan lost re-election at the next election and later became a TV show co-host briefly. Quan ran for Hankou mayor in 1995 for the newly founded Nanzhouese Accord and came in second place behind the NDC Incumbent. Three years later Quan announced his candidacy to become a Senator for Neihai and won the plurality of the votes in Neihai becoming a Senator.
After becoming a Senator Quan pushed for increased welfare spending alongside increased funding towards the Military which increased his popularity nationwide. In the aftermath of the 2007 Baihe Earthquake Quan became the public face of the response as head of the Emergency Services Committee. In the next year's Presidential election Quan was reportedly considering a run for President but decided against it due to the popularity of the incumbent. Quan became a Candidate for President in 2011 and resigned from the Senate. Quan was the Front-runner throughout the race and won in the largest landslide election victory since 1940. Throughout his term as President Quan introduced several reforms to the country's bureaucratic system and to the Welfare system and was re-elected in 2016 albeit with a much smaller majority. In 2018 his wife died from Pancreatic Cancer and Quan announced he would not be running for re-election. In the following months there were several police crackdowns on Fakongese Independence Protests and the state was put under Martial Law throughout Spring and most of Summer of 2019. In total 264 people died as a direct result of this causing Quan's popularity to plummet.
