Regeliana, also known officially as the Magocracy of Regeliana, is a sovereign nation situated in the middle of the Meager Ocean on the Dacia continent. It is renowned as one of the most influential magical girl nations in the world of Sparkalia. The country is known for its unique approach towards the selection of its magical girls,as it is based on merit. This meritocratic approach to selecting magical girls sets Regeliana apart from its neighboring magical girl nations, where magical girls are typically chosen based on a contractual agreement or inherited powers.

Education in Regeliana is prioritized heavily by the rulers, resulting in one of the most highly educated populaces in Sparkalia. Primary schooling lasts for 5 to 6 years, typically encompassing children ages 4 to 9, and focuses on teaching basic skills like reading, basic writing and spelling, basic mathematics, and basic facts about magic. Secondary schooling is split into several sections, a middle section encompassing the first four years of secondary schooling, and a final section encompassing the final 5 years. Middle School consists of children ages 9 to 13, and begins teaching more intermediate levels of reading comprehension, writing, and mathematics, as well as overviews of the history of Regeliana, Magic, the Dacian continent, and Sparkalia as a whole. High school consists of children ages 13 to 18, and begins preparing children for college and university education. Children are typically taught advanced reading comprehension, writing, and mathematics, and are given lessons on economics and government. In addition, the nuances of magic and magical girls across Sparkalia are taught at an in-depth level upon reaching High School.
Testing for potential to become a Puella Magi begins in Secondary School. Once a child enters middle school, they may either submit an application to be tested for their potential as a Puella Magi, or may be selected independently by the Regelan government to be tested due to outstanding potential. Once potential in a child is recognized, they will be put into a pool of other candidates for becoming a Puella Magi, and will be made to take written and physical exams to determine the selection. The exact method of examination is dependent entirely on the examiner, a fact which has led to negligent or even dangerous exams throughout the history of Regeliana. Once selections are finalized, the children in the pool of those with potential who did the best will become Puella Magi, and will then be transferred to a separate secondary school for Puella Magi for the rest of their secondary schooling. This secondary schooling still teaches the same things normal secondary schooling does, but in addition have time dedicated to helping new Puella Magi feel out their unique powers, as well as teaching the duties of a Puella Magi.
After secondary schooling is finished, Regeliana has a robust system of colleges, universities, and trade schools which one may choose to attend. There are many universities dedicated to teaching graduated Puella Magi, most notably the Cyclone School, one of the most acclaimed universities in all of Sparkalia.
