René Gérard Stéphane Mitterrand is a Chênique politician and attorney who is the 47th and incumbent President of the Republic of Chênes. He was previously the 56th Statesmen Attorney General of the State of Souhegan and the East Chênes Senator for Souhegan from 2004 to 2012, having served under Presidents Paul Barthélemy until 2008 and Incalatanga until 2012. He is a member of the political party, the Société des Commerçants.

Born in Sainte-Josephine, Lanaudiere, Mitterrand studied and graduated from the University of Vignobles and subsequently acquiring his law degree at the University of South Augusta. He began working at the State of Vignobles Statesmen Attorney office, subsequently bouncing around East Chênes and their different Statesmen Attorney offices. He worked a total of ten years at four different Statesmen Attorney offices: Vignobles, Lanaudiere, Montgomery, and Souhegan. In 2000, Mitterrand was elected as the Statesman Attorney General of the state of Souhegan, and again in 2004 as a re-election. Mitterrand was subsequently elected to the Senate of East Chênes as a Commerçant in Souhegan against the Indépendant bid, Gerard Cavada. He was elected alongside Commerçants Sokoki, Madockawando, and Marcel Lassalle. Mitterrand became known as a radical within the Commerçants against the Indépendants and the power of the Quanassee Government over West Chênes. During his tenure in the Senate, he became apart of the Baptiste-Merlinists and a member of\ Merlins Dogs, a group of Baptiste-Merlinists Commerçants within the Chênique government. Mitterrand recieved the spotlight in his re-election as a Senator for Souhegan in 2008 against Indépendant Jacques Cavelier, where he won by a landslide. During his time as senator in both terms, he participated in the East Chênes Senatorial Infrastructure Committee until 2009, and subsequently the East Chênes Senatorial Commerce & Business Committee until 2012.

Mitterrand, alongside fellow Baptiste-Merlinist Oconostota, defeated the Indépendant bid for Alain Philémon and Jeanne du Marie in the 2012 Chênique Presidential Election. His presidency has been marked by significant and controversial developments of various infrastructure projects, including infrastructure projects that potentially violated the Androscoggin-Etinne Agreement of 1900. As a result of these potential issues, over 90% of his overall infrastructure projects have been planned and conducted in East Chênes due to a lack of support from the Quanassee Government. He also championed a number of liberal social reforms within the law, including recognition of same-sex marriage both domestic and international as well as the establishment of the SNS, the National Healthcare Services. Mitterrand's presidency has been described as one of the most politically tense presidential tenures within Chênes, with much of his popular support coming from East Chenes. He has been accused of establishing distrust within the Quanassee Government with record high polling numbers indicating that political polarization has increased as a result of Mitterrand's tenure and the issue of Western Chênique Independence.
