The Rhaltek-v'Riiki Union (Rhaltek: tbd script, Elegion Rhaltekha-Viriekha; v'Riiki: tbd script, Makaarrik v'Raaltiki se v'Riiki; Seviran: tbd script, Ilhitab Rhaltikanin lah Virikanin), sometimes known as Rhaltekais-k'Riiki or simply as the Eternal Consociation or the Union, is a federated constitutional dual monarchy located in the Mid Region of the Núlne Galaxy. It is bordered by the Tetrarchy of the Urqacauq and [tbd]. The Union spans twenty-one systems and has a total population of roughly 115.6 billion. Its capital is the planet of Ratanbir, located in the Selestris system.

The overwhelming majority of the Union's population belongs to three sapient, sentient species: the Rhaltek, the v'Riiki, and the Seviran, originating on the planets of Ratanbir, k'Tykkre, and Alkonos, respectively. All three species unified their planets, under the Blessed Rhaltek Empire, v'Riiki Commonwealth, and Seviran Great-League, by 390 BF. The v'Riiki Commonwealth, arguably the oldest of the three, can be traced back to the formation of the Convocation of Clans by the Fifteen Laudables in 1136 BF; it did not function as a world government, however, until the 400s BF. The Blessed Rhaltek Empire was formed in the Lustrations, a series of wars waged from 539 BF to 526 BF by Codrales had-Corault, a Cidralist religious leader and political figure who would subsequently declare himself Emperor of the Rhaltek. The Great-League, the youngest of the three, was initially formed as an intergovernmental organization in 394 BF following the Great Razing, a war between the planet's six major leagues; it would not become a world government until the 200s BF.

The Rhaltek, v'Riiki, and Seviran had all obtained the technology necessary for interstellar travel utilizing the Winds by 275 BF. The close proximity of the three species to each other enabled trade and cultural contact, but it also provoked a scramble to claim and settle star systems, which increased tensions between the Empire, Commonwealth, and Great-League. The Rhaltek seized the mineral-rich planet of Aulayh, in the Adhiban system, from the Sevirans in 118 BF; the v'Riiki conquered the remainder of the Great-League and enslaved the Seviran populations it subjugated in 110 BF. Fears of preemptive war and a series of border skirmishes triggered the First Rhaltek-v'Riiki War in 104 BF; the war ended in 98 BF with the full annexation of the Commonwealth into the Empire. Rhaltek efforts to impose their religion and social structure upon the v'Riiki backfired, leading to the Second Rhaltek-v'Riiki War in 25 BF. The second war quickly became a protracted stalemate; a ceasefire was signed in 12 BF, and the two sides agreed to a compromise peace, in which the Empire and Commonwealth would form the autonomous halves of a dual monarchy under the shared leadership of an individual styled as both Rhaltek Emperor and v'Riiki High Patriarch, with the 11 BF Second Treaty of Ratanbir.

The Rhaltek-v'Riiki Union is a federated constitutional monarchy, formally composed as a union between the Blessed Rhaltek Empire and the v'Riiki Commonwealth. The head of state and of government is the Lord-Protector of the Consociation, commonly referred to as the Emperor-Patriarch, a hereditary position currently held by Epensith II cur Ibilhaur; the Emperor-Patriarch also functions as the chief executive of both of the Union's constituent halves. The authority of the so-called "common government" is relatively limited, consisting primarily of control over diplomacy, finance and trade, and defense. Substantial autonomy in most other matters is accorded to the Empire and Commonwealth, respectively. Both the Empire and Commonwealth have a quasi-executive chancellor appointed by the Emperor-Patriarch, a cabinet overseen by the chancellor, and their own militaries and judiciaries; however, the internal administration of the two halves is otherwise varied substantially, with the Blessed Rhaltek Empire functioning as an absolute monarchy with theocratic aspects and the v'Riiki Commonwealth functioning as a constitutional monarchy in which power is shared between the Emperor-Patriarch and the Convocation of Clans. The Union is a member of the Interstellar Assembly and holds embassy race status.

The Union has a large and diversified economy. The Union's core systems are largely post-industrial, but the primary and seconary sectors dominate the Union's colonial planets; it also benefits from its position along trade routes connecting the Core region to the Inner and Outer rims. Union society is heavily stratified along economic and social lines, within both the Blessed Rhaltek Empire and the v'Riiki Commonwealth, with vast wealth and power concentrated in hereditary elites. The Union also has a substantial slave population, located overwhelmingly within the v'Riiki Commonwealth.

The Union is a multispecies state, with none of its three main species- the feline or ursine Rhaltek, the avian v'Riiki, or dromaeosaurid Seviran- composing an outright majority of the population. Each species has its own dominant religion, lingua franca, cuisines, and cultures. Small non-citizen populations of migratory Ravnikai also reside within the Union's borders.

Name

The full official name of the Rhaltek-v'Riiki Union, established by the Second Treaty of Ratanbir, is the Eternal Consociation of the Sacred Crown of the Blessed Rhaltek Empire and of the Serene Commonwealth of v'Riiki Clans (Rhaltek: sa Thennarion Syraunos fissa Irias Kiraios fissa Seperion Kirhaunos Rhaltekha dhra fissa Tibaruribion Eipirios fi Khadarsai Viriekha; v'Riiki: i'Travibwiirrik Ibikhom tsi'Sukkre Lakbirom tsi'Priirik Hikaatrom v'Raaltiki bhii tsi'Qilaaktbhuurrik Mirom tsi'v'Ruuvir v'Riiki; Seviran: fi-Ilmirdhitak-Sabakh lakan fi-Usikh-Muraqam Iltihan-Muhawab Rhaltikanin lah fi-Ilkitman-Bandakh Shiharan Virikanin). This name is mandated by law for formal and governmental use; however, due to its length and unwieldiness, the polity is often called the Rhaltek-v'Riiki Union (Rhaltek: sa Elegion Rhaltekha-Viriekha; v'Riiki: i'Makaarrik v'Raaltiki se v'Riiki; Seviran: fi-Ilhitab Rhaltikanin lah Virikanin) in more general parlance.

Vernacularly, the Rhaltek-v'Riiki Union is often referred to as the Eternal Consociation (Rhaltek: sa Thennarion Syraunos, v'Riiki: i'Travibwiirrik Ibikhom; Seviran: fi-Ilmirdhitak-Sabakh) or, even more simply, as the Union (Rhaltek: sa Elegion; v'Riiki: i'Makaarrik; Seviran: fi-Ilhitab). Within the Union, it is also sometimes referred to as Rhaltekais-k'Riiki, a phrase composed out of a mixture of Rhaltek and v'Riiki, roughly translatable into English as "Rhaltekia-v'Riikia".
