Stéphane is the third-largest city of Ossinia, with a population of 422,000 people. Located at the northernmost point of Ossinia, Stéphane is a major port on the Cantalle Ocean and, since diplomatic relations were restored following the ouster of Martin Saint-Yves in 2020, has become an important economic center for the Northern Cantalle Islands. Due to its geographic proximity to southeastern Zamastan between the Strait of Cranes in the Ossinia Sea, the city serves a ferry route with the cities of Antry, Templeham, and Anchorhead. During the rule of Saint-Yves, Stéphane became known as a city resistant to the government, and tens of thousands of refugees used the city as a point to flee Ossinia to Zamastan.
