The Congress of Soviets, often referred to as the Congress or sometimes jokingly as "the Glorious Communist Congress", is the upper chamber of the Commonwealth's legislature. It is seated in the Legislature Building in Veluna City, Columbia. The Congress of Soviets is the smaller of the two branches of the Commonwealth's legislature and shares legislative authority over the Commonwealth with the Parliament. The Leader of the Congress of Soviets is the Chairman of the Congress of Soviets a title currently held by the Honorable Guillermo Lopéz.

The Congress of Soviets is a house of the Commonwealth Legislature and is the smaller, senior branch of the Legislature. It is the second stage in the process of enacting law. The Congress of Soviets is formed indirectly from the Commonwealth's voting pool, and any voting citizen over the age of 21 may become a member of the Congress of Soviets. The Congress of Soviets is primarily responsible for the passage of law and can supersede the Parliament with a 3/4s Super Majority on first pass bills. Additionally, the Congress of Soviets possesses power of impeachment for any nationally elected official excepting a sitting member of the Congress of Soviets.

The Parliament is elected on a three year basis with seats allocated to parties from 5 seperate pools of 50 based on the national soviets (Worker's Councils, akin to large scale trade unions of the country. Currently there are no official rules on forming a government, though majorities have become an increasingly rare sight due to the recent expansion of the Commonwealth and the resulting in the increased diversity within the Commonwealth's body politic. Instead the largest party becomes the leading coalition with any parties it desires. Any party with 30 or more seats in Congress becomes the main opposition and any with fewer minor opposition. Currently the Parliament's ruling coalition comprised of the Socialist Popular Front.

The Chairman of the Congress of Soviets

The position of Chairman is one appointed by the Prime Minister. The chairman of the Congress of Soviets is responsible for keeping decorum in the Congress while it is in session, and is the deciding vote in the event of a tie. The Chairman is not directly responsible for taking notes, but does oversee the functionaries who do. Despite the fact that the Chairman is an appointed position it does hold a vote in the Congress, and is treated as an elected position. As a matter of tradition the Chairman appointed is usually a member of the second largest party. The current holder of this office is Guillermo Lopéz of the Socialist Worker's Party, who has held the position since 2066.
