The Vice-Chairman of Gjorka is the second-highest officer for Gjorka. Established by the 1989 Constitution, the vice-chairman has little power. The Chairman chooses his Vice-Chairman after he is elected, or if the previous Vice Chairman died. The Vice-Chairman takes over for the Chairman in the event of their death, resignation or incapacity to fill the role of Chairman. The First Vice Chairman was Merkela Mendes who was instrumental in forming support for the revolution outside Gjorka City. After Parlin Lugamendier died in 2000 she took over as Chairman. She appointed Roman Vanderburg to be her Vice Chairman. She died in 2010, and Roman Vanderburg took over. He appointed Jones Webb as his Vice Chairman. He resigned in 2015 after a scandal about multiple affairs broke, which lead to Justine Vanderburg being appointed Chairman.

The Vice-Chairman is responsible for performing the duties of Chairman if the Chairman is away at a foreign visit. The Vice-Chairman is also responsible for calling the National Assembly to order in the event of an emergency meeting being needed.

The Vice Chairman resides in the Parlin Lugamendier Air Force Base at Compound 1 which is the largest residential building on the Base. The Vice-Chairman can only be removed from office with a unanimous vote from every house of the National Assembly, and approval by the Chairman.
