Vovilveante NCD is the capital city of the nation Hiblund which is extremely small in both size and population. The city is located just northeast of the major Hiblundiiun city Vovilveante, and its size is barely large enough to fit the three governing buildings. Although this city is theoretically open to everyone, mainly for the freedom to protest, but no structures whatsoever (besides the ones made by the government) are allowed to be made on the premise. Due to this, other than political leaders who chose to, no one is allowed to permanently stay in the area.
