Xochixalli, once known as Dokmatharai, is a Free Association of six Calpulleh in the Coalition of Coconeh Calpotlin, more specifically in the Ahuachapán Archipelago. It's the most populous urban area of the archipelago and ranks 10th largest urban area of the whole Coalition. Xochixalli was founded by Tae traders during the 15th century and it then became the capital of the short-lived Protectorate of the Eastern Regions and then continued its development as a city-state.
Since the proclamation of the Coalition, Xochixalli was officially reduced to a single Calpulli even if strong cultural, financial, and political ties remained between the now-independent districts of the old city. But as time went by, reforms allowed for greater political units to form and thus the modern day "Urban Free Association" was born, its borders corresponding rougthly to those of the city before the Flowers and Clouds Revolution. It remain an important trade and financial hub for the whole Ahuachapan Archipelago, with especially active Pochteca Unions keeping permanent relations with the Rahm Tai and Chongmae markets. Politically, the city has been criticized as a Federalist bastion in an archipelago that has been described as attached to a Syndicalist or Collectivist understanding of Calpullism. Xochixalli is thus both the political and economical rival of the Tehuacan Free Association, the ex-capital of the archipelago prior to the Proclamation of the Coalition and which has since then been constantly overshadowed by Xochixalli.
Etymology
Xochixalli is generally understood as a literal translation of the city's Thai name, "Dokmatharai", which is a contraction of the phrase "Flower in the sand".
History
Protectorate of the East
City-state
Despite the dislocation of the Tae Kaew Empire, Dokmatharai and its Tae leadership survived as a city-state, keeping trade relations between Irathava and Nepantia alive. The port-city had a conflictual relationship with the main power of the Ahuachapán Archipelago, the Kuzshkatan kingdom and its federation. Both were conquered by the Nazahualid Dynasty during the 17th century.
Administration
The administration is formed of two tiers : a Coordination Committee at the "Free Association" level, and a local "district" level. The Coordination Committee's presidency cycle through the Calpullecs of the various district, each serving for a mandate of one year. The current Coordinator is Awa Kushwalli, Calpullec of the Talaena Calpulli.
