Klara Pavlovna Savinkova (Krasnomirskian: Клара Павловна Савинкова, born 3 December 1984) is a Eulabian military officer serving as Secretary of State for Defence since November 2021. Prior to her appointment, Savinkova achieved notable success in various command positions within the Eulabian Armed Forces. A Nifonese journalist dubbed her the "Artillery Devil", a nickname that became associated with her prowess and feared reputation.

Early life and education

Savinkova was born on 3 December 1984 in eastern Krasnomirsk to Yulia Savinkova, who worked at a local shoe factory. In 1996, seeking a better future, Savinkova and her mother emigrated to Eulabia.

Controversy surrounds Savinkova's early years, with allegations from Krasnomirsk sources claiming she was actually born as Klara Mikoyanova in 1986, the daughter of Nikolai Mikoyanov[1], a prominent KGB agent from Rostovia. It was alleged that Mikoyanov significantly influenced Savinkoa's upbringing, introducing her to military concepts and personally guiding her early education in the field. Savinkova and Eulabian officials have denied these claims, labeling them as baseless and politically motivated.

From a young age, Savinkova exhibited a profound interest in military history and tactics, an interest that was nurtured by her studies in Eulabia. This passion for military strategy was complemented by her academic excellence, culminating in her graduation from military school in 2001 with a gold medal. In 2002 Savinkova was admitted to the [Eulabian Military Academy] for officer training.

The Eulabian Civil War marked a critical juncture in Eulabia's history, with Klara Savinkova emerging as a prominent military figure due to her exceptional tactical skills and leadership. In 2008, as the conflict intensified, Savinkova, then a junior officer, was entrusted with leading an artillery unit in the Battle of Konstanse. This battle was pivotal in stopping the separatist forces' advance toward crucial industrial areas. Her deployment of traditional artillery in conjunction with advanced reconnaissance significantly contributed to the separatist advance's halt, demonstrating her strategic foresight.

By early 2009, Savinkova had risen to the rank of Colonel, assuming command of the 5th Independent Artillery Brigade. Her brigade was instrumental during the Siege of Syracuse, employing a strategy characterised by ruthless bombardment of the city. It was during this siege that a Nifonese journalist first referred to Savinkova as the "Artillery Devil," a nickname that underscored the effectiveness of her brutal tactics. This campaign was a turning point in the civil war, setting the stage for the separatist movement's defeat. However, it was the events following this siege that would mark a controversial chapter in her career.

Savinkova's superiors had successfully negotiated a ceasefire agreement with the separatist forces in Syracuse, granting them and their families safe passage out of the besieged city. In a controversial move, Savinkova chose to disobey their orders, executing an independent military action. She articulated her rationale in a vehement statement.

Allegedly under her directive, the 5th Independent Artillery Brigade initiated an artillery strike on the unarmed separatist convoy leaving the city. This action led to significant casualties among the separatists and their accompanying family members. Survivors attempting to flee the attack encountered a minefield, resulting in additional fatalities.

The incident led to Savinkova's immediate suspension and prompted a highly publicised military trial. She faced charges related to the unauthorised siege actions and for the civilian casualties incurred by her alleged disobedience. In the first trial, focused on the legality of bombardment during the siege, Savinkova was acquitted. The court recognised that, while her decisions led to severe consequences, they were made within the boundaries of military conduct and contributed to ending the civil war by substantially undermining the separatist forces.

The subsequent trial addressed the specific charge of disobeying ceasefire orders, which had resulted in extensive civilian harm. Savinkova was ultimately found not guilty. Investigations revealed that, despite initially planning the strike, she retracted her command upon reconsideration. However, her orders to stand down were disregarded by her unit, leading to the tragic outcome. Subsequently her subordinate officers faced charges found guilty for their failure to comply with her orders.

Throughout the civil war, Savinkova was not only recognised for her tactical ingenuity but also for her exemplary leadership. Initially nicknamed "Princess from Taiga" due to her heritage, she became more widely known as the "Artillery Devil" following the Siege of Syracuse. This moniker, despite its menacing connotations also reflected the respect and admiration she earned for her role in preserving Eulabia's territorial integrity and sovereignty.
