The Amihan Russel incidents are a collection of events involving, either directly or indirectly, the billionaire Amihan Russel. While the roots of these events stretch back to the 1960s, it is only in the mid 2010s that they escalated significantly.
Background
Council 13
In October 1962, the Cuban Missile Crisis saw tensions between the United States of America and the Soviet Union reach a peak, when then US President John F. Kennedy ordered the US Navy to blockade Cuba in order to prevent the Soviets from continuing construction of nuclear missile bases on America's doorstep. Though the threat of nuclear war subsided after Khrushchev and Kennedy agreed to withdraw nuclear forces from Cuba and Turkey respectively, there was a general desire for such a dangerous situation not to arise again in the future. While a nuclear hotline was established between Washington D.C and Moscow, but this was deemed insufficient by many to ensure lasting world peace.
The eccentric American billionaire Andrew Wolf met with Colonel Yuri Ivanovitch Volginenko, a KGB officer to discuss this problem. While neither really wielded any political power, they mutually expressed disdain for the American and Soviet governments. Both Wolf and Volginenko agreed to work together to found a secret organisation designed to ensure world peace at any cost, using unconventional methods to steer humanity away from the risk of nuclear war. Volginenko was eventually promoted to the rank of General, he managed to persuade several other KGB officers and CPSU officials to join their cause. They were also joined by Li Jintao, a high-ranking communist Chinese politician who grew concerned about the worsening Sino-Soviet split. Wolf recruited several fellow businessmen to join the organisation. Volginenko and Wolf agreed that thirteen of the most influential individuals would establish a council to direct the organisation's international activities, thus forming what became known as Council 13 (C13). Influencing world events proved harder than was expected, however. While initially trying to restrain themselves from acts of violence, members and proxies of C13 began to increasingly resort to questionable and unsavoury tactics to achieve their goals, including coercion, bribery and assassination. In order to finance these activities, members started to involve themselves in international crime. Protests by the original members were silenced with the justification that this behaviour was necessary for the greater good of humanity.
Starting in the 1980s, a new member of the council; a billionaire named Amihan Russel, began to become influential. The original purpose of C13 was exacerbated by President Reagan's escalation of the Cold War, causing the founding members to lose clout. A victim of ethnic cleansing when he was a child, Russel believed that all humans were inherently evil and that a global police state with the ability to repress human nature was the only way to achieve world peace. When Wolf protested this, Russel had him killed with the help of his mentor, Lucius Morgenstern. Russel took complete control of C13 now that there was nobody to oppose his vision, transitioning away from its original goal of preventing nuclear war and towards becoming the largest criminal organisation in the world.
Growing resistance
After the near-universal collapse of communism following the Red Monsoon, the threat of worldwide nuclear anniliation had all but disappeared. Nevertheless, over the following decades, C13 under Russel evolved and expanded its global operations, successfully implanting its agents in governments all over the world and supporting many non-state actors to fulfill its ambitions. Through this, it manufactured crises and false-flag operations, further increasing its influence and power in global affairs. Its power was boosted by accelerating globalisation and the information revolution. Preceded by the appointment of Maki Kojiro as Prime Minister of Nifon in 1990, it would not be until the dawn of the new millennium that Russel would find growing resistance to his ambitions. Along with Nifon, a number of countries in the 2010s elected virulently nationalist, anti-communist and anti-globalist governments. At the same time, the powerful Redshield Foundation had a competing vision for global domination.

Whaling War
In December 2016, Russel met with his ally Walter Siemens, head of Siemens Self-Defense Forces, in Kesslerstaadt. Following a brief discussion, Russel concluded that he would need to go beyond exploiting the divisions in third world countries, focusing on undermining the economies of ideologically hostile countries, in particular that of Nifon, by disrupting international sea lanes. Russel planned to do this by exploiting the surge in recruitment in the eco-terrorist organisation GreenWar, who had found a haven in the politically unstable Babar Islands. He intended to use the mix of foreign volunteers and pirate groups in the area to target ships flagged by countries with governments that hold indifferent or dismissive attitudes towards so-called 'global warming' and 'climate change'. Russel directed Siemens to travel to the Babar Islands and meet with the climate extremists and pirates in order to fulfil this plan. Meanwhile, Russel planned to travel to meet with his colleague Nathan Redshield to discuss their investments.

The instability in the Babar Islands had already caught the attention of Nathan, who saw the situation there as an opportunity for him to finance the wider plan to establish a world government. Nathan was one of the more prominent individuals in the Redshield family, being a strong supporter of population control and, like Russel, a worshipper of the deity Balcom. He had based himself at a facility on Shekyll Island, south of Pridusia. Nathan's brother and head of the Russel Foundation, James Redshield, arrived to visit him, informing Nathan that the company's production of VX nerve agent had been a waste of time as it wasn't being taken up any terrorist groups. Nathan assured James that they might find use for it soon.
Several days later, the Organized States guided-missile destroyer OSS Daniel Inouye (DDG-121) was approached by two pirate skiffs off of the Babar Islands. Initially mistaking the destroyer for a whaling ship, the pirates hastily released a barrage of rocket-propelled grenades (RPG) and small arms fire at it. The pirates on board the skiffs then radioed their mother ship; under the command of a Captain Lu Yimu, which was keeping its distance from the Daniel Inouye. The destroyer immediately returned fire at the skiffs with its 127 mm Mark 45 naval gun, obliterating the boats and their pirate crews. Directly afterwards, it detected the looming mother ship and neutralized it with two SM-6 anti-ship missiles. The Daniel Inouye only suffered superficial damage from the engagement, having successfully evaded all but one of the RPGs.
Elsewhere, the Nifon-flagged freighter Kobayashi Maru was being shadowed by the pirate Captain Whalelord; real name Jaques Sparrow, who was using the cover of night to sneak up on the ship. Sparrow ordered two armed skiffs to be dispatched from his mothership to intercept the Kobayashi Maru. The pirates opened fire on the ship's communications equipment first, hindering its ability to call for assistance. Soon afterwards, Sparrow led his men in grappling onto the ship's railings. Within half an hour, the Kobayashi Maru was under his control, and its original crew now Sparrow's prisoners. The pirates set a course for the Babar Islands, the mother ship and freighter following different routes to the same destination in order to throw off anyone who might be tracking them. Shortly after changing course, Sparrow had the Kobayashi Maru's transponder disabled. He then had the ship renamed under the fabricated registration of Terra Promessa.

Riots in South Oceanica
In March 2017, Stanley Bowden of the right-wing United National Front (UNF) party won the South Oceanican presidential election, sending shockwaves throughout the country. Protests and rioting spread throughout Dwanesbury, the country's capital, with crowds burning down several buildings, destroying cars and setting alight thousands of books related to conservatism and capitalist economics. The rioters were composed of a wide variety of groups opposed to Bowden; feminists, members of the black supremacist organisation Black Rising, transsexuals, homosexuals, climate activists, members of Antifa and furries, to name a few. The demonstrations went on for three days, causing millions of dollars worth of damage and leaving many innocent bystanders badly injured. From the beginning, there were allegations by right-wing media outlets that the protesters were receiving clandestine funding from unknown foreign entities, however, these were dismissed as 'conspiracy theories' by mainstream media and the political establishment in South Oceanica. At the same time, the media began making unsubstantiated claims that the Nifonese government may have interfered in the election to help Bowden, further aggravating the protesters.
Eventually, the crowd began marching towards Little Kiyosu, the most important hub for the Nifonese community in South Oceanica.

With the police clearly unable to control the situation, an unknown politician within the United National Front contacted Conquistador Security Consulting to intervene. What followed was a massive and unprecedented operation by Conquistador to restore law and order to the country, supported by Bowden. Thousands of protesters were forced to flee the country, mostly going to Kesslerstaadt. Some observers stated that Conquistador's intervention was de facto on behalf of the Carlosian and Nifonese governments, who ordered it on the basis of strategic interests in the Southern Furukuran Sea region. It was also noted that the intervention marked a significant development in the role private military companies played in the geopolitical landscape, with organisations like Conquistador now accruing enough collective manpower and weaponry to overwhelm the military of a small country like South Oceanica.

Hostile takeover
In late 2017, Nifonese Shogun Maki Kojiro approached Russel's archrival, James Redshield; owner and primary benefactor of the Redshield Foundation, on organising the death of Russel, their common foe. They agreed to meet in Wenchuan three days later to discuss the matter further. Kojiro agreed that, in return for James Redshield getting rid of Russel and his board of directors, Nifon would withdraw all its support from Nashid's regime in Bashriyya and the government of New Yama while allowing Redshield to treat them as part of their sphere of influence. Kojiro also promised to make sure John Miller's Bronze Serpent private military company would not disturb the operation to kill Russel.
Owing to his work as an intelligence officer before becoming Shogun, Kojiro managed to quickly gain James Redshield's trust, informing Kojiro about his Foundation's Lebenborn eugenics programme. He further claimed that Russel had used the Lebenborn programme to produce a daughter of Gregory Sears named Inga, as well as for his own mind control programme. Redshield also said that Inga's mother had been killed by one of his hitmen, though it had been framed as a suicide, and that he now wanted Inga back to provide a blood transfusion to his dying adoptive brother. James Redshield was lying, however, as he had no adoptive brother. Rather, Inga knew about the Redshield Foundation's cult and mind control activities and had access to many files that her mother had gotten hold of before her death. After this, Redshield revealed that his Foundation had discovered the 'master race' through cracking the human genome, claiming and at the same time warning Kojiro that humans would become obsolete and that transhuman Übermensch would replace them in the future. Redshield left the meeting after this, Kojiro vowing to have him killed once Russel was dealt with.
On 20 September 2017, Amihan Russel held a meeting of his board of directors in the newly reconstructed Babeel Tower in Kesslerstaadt. While the Redshield Foundation paid off the local police force, Charles Redshield; cousin to James and confidant of Russel, smuggled a suitcase with one kilogramme of C4 plastic explosives inside. Four hours into the meeting, Charles left and remotely detonated the explosives from a safe distance, apparently killing Amihan Russel and his entire board of directors.

All of his businesses are now under our control, the dog is dead and his food is ours!"

After the supposed death of Russel, Charles Redshield led a hostile takeover of the Russel Trust and all its subsidiaries. Within days, the Redshield Foundation owned all of Russel's assets, including equipment, personnel and intellectual property. Not long afterwards, Charles received word that the head of the morgue where Russel's body was being kept and several of his assistants were found dead, all having apparently committed suicide. Furthermore, Russel's body had gone missing, supposedly after someone within Kesslerstaadt's police department had leaked its location. Fearing that Amihan Russel may actually be still alive, Charles set out to make sure James Redshield did not find out about this latest development.
In reality, Russel had actually survived the explosion with severe injuries. He was recovered from the morgue by the mysterious Lucius Morgenstern and Abbadon International Solutions leader Miguel Aquinas. Moving him to a secret medical facility in Kesslerstaadt, Russel was put into an induced coma and cutting edge technologies were utilised to reconstruct his body and heal his injuries. Concluding that gaining power through money had failed to realise their dream of a unified world government, Morgenstern began considering other methods for future operations.
Meanwhile, James travelled to his private residence, the Island of Babilono, to inspect the Redshield Foundation's weapons development facility. He retired to Redshield Castle, taking DMT to induce a hallucinogenic experience where he believed he was in contact with the Greek god Prometheus, only for the figure to transform into an angel with twelve wings and a body covered in eyes. James blacked out shortly afterwards, waking up a day later to find himself completely naked. Over the next three weeks, Bashriyya's Nashid, having found out about Kojiro's meeting with James, orchestrated a worldwide campaign against the Redshield Foundation, resulting in the death of at least one family member, Luis Amschel de Redshield. Despite clear links between the perpetrators and the Bashriyyan government, Western media refused to pursue the story further due to the lucrative oil deals between Bashriyya and various governments.
Soon afterwards, a meeting of the Russel Trust, now under the control of the Redshields, was held in Kesslerstaadt. It transpired that James, who knew that the attacks were going to take place, had actually fed Nashid false information so he would target individuals within the Redshield Foundation who James suspected might betray him. At the same time, news had emerged that a mercury-based influenza vaccine developed by Redshield was actually causing people to become more vulnerable to influenza. In response, James demanded a full media blackout. Believing Russel was dead, James decided to call off his search for Inga, confident that he would have his final victory against the Nifonese government soon. This was to Miguel Aquinas' shock; who, in addition to aligning himself with Russel, was providing security for James Redshield. James appeared to show a complete disregard towards the threat Inga posed, especially now that she was said to be working with the Nifonese government.
A week later, Aquinas attended a meeting with several other members of the Order of Balcom at a secret bunker in Kesslerstaadt. Lucius Morgenstern addressed the men from an unknown location, ordering Aquinas to stop protecting James. Russel also revealed himself to have recovered from his injuries, albeit with a currently irremovable piece of shrapnel in his head that resembled a devil's horn. Russel gave Aquinas the green light to begin their next operation in Afruika, involving the release of a plague which would be hoped to eventually cause Afurikans to submit themselves to the Order of Balcom and convert to their religion. Russel also informed Aquinas that the Mcnernian branch of Redshield family were blaming him for the fact that Alistair Redshield was unable to walk, despite the serum needed to cure him already existing. To rectify this, Russel ordered Aquinas to send a communiqué to Alistair, informing him that the Order of Balcom wanted to meet with him and that they had disavowed themselves from James Redshield.

James Redshield went with an expedition team to the glaciers of Vinland, ostensibly to prove that human-driven climate change was causing the glaciers to melt. In reality, the glaciers were expanding and James' actual reason for being there was to further rouse public hysteria in the West over global warming and promote the Foundation's DLT system, as well as the cause for a global carbon tax. Redshield had the Global News Network (GNN); owned by his subordinate Ed Turner, cover the event. Things didn't go as planned, with the ship they were using for the expedition ending up getting stuck in ice for 24 hours, a fact that was immediately latched onto by alternative media and dealing a blow to the Redshield Foundation's international reputation. In the United States, President Howard was after launching an investigation into the operations of the Redshield Foundation. A search warrant was issued for the headquarters of the Redshield Foundation in New York, the premises being raided by the NYPD Emergency Service Unit. A wealthy Azerbaijani businessman and friend of Howard led the NYPD to sensitive evidence located on the upper floors of the building, which was recovered for analysis. Unaware of what was going on, Charles arrived at Redshield Headquarters, only to be arrested on-site by the police, much to his shock. James returned to his private island.
With Russel dead, Shogun Kojiro now turned his attention to dispensing with James. In Ishikawa, the Shogun convened a meeting of his close circle of military advisers, statesmen and deep state allies, 17KAI. General Takeda Daisuke indicated that the carrier Akagi was currently about 2,800 kilometres away from the Island of Babilono, officially in transit to scheduled military exercises. After delivering an inspiring speech to his colleagues on the nature of their enemy, Kojiro gave the go-ahead for the black operation to kill James.

Eighteen hours after the meeting, the Imperial Nifonese Navy commenced reconnaissance of the Island of Babilono with extremely stealthy Ku-181 Shinigami unmanned combat aerial vehicles (UCAVs) launched from the Akagi. Intelligence revealed that the island was protected by a battalion-sized group of private military contractors. After being informed that one of drones had almost arrived near the island to assassinate James Redshield, Kojiro contacted James one final time before he ordered the strike. Feigning that he wanted to discuss permanent peace between the Redshield Foundation and Nifon, Kojiro asked what would he have to do to secure it, only for James to threaten Kojiro that, if he didn't join his cause, he would leak the names of Nifonese special agents and informants around the world, and also sabotage the country's economy. After firmly rejecting James' order and refusing to comply with his demands, Kojiro gave the signal for the strike to begin. Seconds later, the Ku-181 launched two GBU-12 Paveway II laser-guided bombs at Castle Redshield, blowing James to smithereens and temporarily cutting the head off of the Redshield Foundation.

James' death sparked a succession crisis within the Redshield Foundation, while his enemies scrambled to buy up its subsidiary companies. Sometime afterwards, the greatly weakened Foundation came under the control of David Redshield.
Bangkan coup attempt arc
With several months now passed since the death of James Redshield and Charles' arrest, Russel began to plan his next move against the Nifonese. Bar a few individuals, Russel was still presumed dead by the rest of the world. His allies helped him to recover most of his assets from Redshield ownership and he began to assemble a group of business associates to help him in seeking revenge. At the new Babeel Tower in Kesslersaadt, Russel revealed that he had enlisted the help of a Hindu guru called Swami Upadhya, leader and founder of the cult known as the International Shiva Consciousness Foundation (ISCF). Upadhya immediately found himself at odds with mercenary Walter Siemens, head of Siemens Self-Defense Forces, with their war of words almost devolving into a knife fight before Russel brought them back into line. Russel went on to explain his plan, involving an operation to hatch a coup in Bangka, a mainly Hindu island nation in the Southern Furukuran Sea that was well within the Nifonese sphere of influence. Russel planned to frame a terrorist attack on the Nifonese Kogyokist community on the island, stirring up anti-Nifonese sentiment and Christianophobia, setting the stage for the Bangkan Defense Forces to launch a coup led by officers with ties to the ISCF, forcing Nifon to intervene and engage in a long, expensive pacification campaign on the island.
After the unrest in South Oceanica in early 2016, Gene Karlson and several other survivors of the Litte Kiyosu incident had sought refuge in Kesslerstaadt. Having fallen on hard times, he had settled down in the slum area of Kesslerstaadt that had once been the city-state's industrial zone, alongside his second-in-command Aidan Meyer. A few days after the meeting, Karlson was visited in his apartment by a representative of Russel called Steven Nordholt, formerly head of the Amihan Foundation for Development of Freedom, Democracy and Progress (AFDFDP). Officially, he had been killed in the board room when Charles Redshield's bomb went off but had mysteriously survived unscathed. Furthermore, almost all records of his existence had been subsequently erased from Russel Trust databases. Nordholt offered Karlson the chance to get his revenge against the Nifonese in Bangka for what happened in South Oceanica, which he gladly accepted.

After the failure of the coup, Upadhya and the ISCF was forced into hiding and its number of followers were greatly diminished.
Unrest in New Edom
In early 2019, the goverment of New Edom under Acting President Thomas Lalery relaxed its laws on emigration, allowing LGBT individuals to move to countries that would be more accepting of their sexual orientation. Recent trade agreements with more progressive countries caused outrage amongst the political opposition in New Edom, calling on these countries to condemn the alleged human rights abuses occuring there. The war began in August 2019 after the shootdown of a plane carrying Bagongolese President Michael Zuluka, shortly after it took off from King Tchombe International Airport for a OAC-organised security summit in Gola, Ségo. The crash killed Zuluka and many other Butu government officials. His successor, Arthur Bukenya, accused the FROLIBO of having conducting the attack.
Several days afterwards, Butu child soldiers stormed the National Assembly during an emergency session and massacred dozens of Miyazenga politicians. Race riots broke out across the country and the government ordered the beginning of a mass genocide against the Miyazenga. Within hours, tens of thousands of Miyzenga were killed by soldiers and Butu militias, ending the peace brought about by the OAC-mediated Gola Accords in 2017 after the First Bagongo War. The genocide has triggered a mass exodus of Miyazenga refugees from Butu-controlled territory into FROLIBO-controlled land and into other countries. The conflict continues to escalate.

By 2020, the small nation of Lendija, located on the periphery of the Kryvian subcontinent, was suffering from a protracted period of economic decline, compounded by widespread corruption and Stojamian ownership of the country's extensive natural gas reserves. In October of that year, Emilijan Borisovij, a diplomatic official of the Lendijan government, was sent by Prime Minister Viktor Petrovij to meet with David Redshield at his mansion on Isola di Carano, hoping to secure economic aid for the country. While receptive, Redshield made it clear to Borisovij that he wanted to benefit from the situation, hinting at his desire to take over Stojam's business interests in Lendija. Borisovij handed Redshield a document on Stojamian operations in Lendija, detailing the involvement of Ignjat Bogdanovij, a prominent boss in the Stojamian mafia. Unlike Borisovij, Redshield was also aware of Bogdanovij's membership of C13. Seeing an oppurtunity to weaken the organisation, as well as gain financially, his interest in co-operating with the Lendijan government grew. Redshield suggested he buy FK Orao and stage an incident at the upcoming game between the club and Black Star Zelenograd in Zadarje, Protsna to stir anti-Stojamian sentiment in Lendija and force them out of the country, leaving the Redshield Foundation free to seize gas refineries and hunt Bogdanovij. Despite some hesitation from Borisovij, who was worried that Stojam might intervene militarily in Lendija, he agreed with Redshield's plan.

Unfinished business
Following the 2020 CaBI19 pandemic in the Southern Furukuran Sea, Kesslerstaadt found itself economically crippled and close to bankruptcy as tourism to the city-state rapidly dried up. Faced with the prospect of financial and political ruin, the government of Prime Minister Lumban Reitz agreed to a $254 billion bailout offered by David Redshield. With this, the country effectively became a puppet state of the Redshield Foundation. David appointed the recently released Charles Redshield as the Foundation's representative overseer of the Kesslerstaadter government's operations, simultaneously ensuring the expulsion of Amihan Russel's proxies from the city. This proved easier said then done however, and soon a low-intensity conflict between C13 and Redshield-aligned groups erupted in the city's underworld.
In July 2021, Russel's lieutenant Steven Nordholt travelled to meet with Chandradev Upadhya at his new compound in Atamsar, Jakarnapura. Upadhya was under the impression that Nordholt had been dispatched to deliver him new orders from Russel following the failure of the Bangkan coup attempt. Accompanied by Siemens mercenaries, Nordholt and his men turned on the ISCF, slaughtering Upadhya and his followers. Nordholt directed the mercenaries to burn the remains of the cultists and frame the massacre as the aftermath of a local ethno-religious conflict. He then communicated the success of the operation to Russel, leaving room for billionaire businessman and associate of Amihan Russel, Jaiden Moritzstein, to assume Upadhya's seat on C13. With this, Nordholt and his henchmen departed Atamsar.
A year previously, Moritzstein had directed his organisation Moritzstein Dynamics to begin an international recruitment campaign for a secretive psychological research project. The organisation specifically sought to attract university students, successfully enticing hundreds of volunteers in return for generous financial renumeration. The study claimed to be one on unconscious biases and prejudice towards people of different ethnic backgrounds and sexual minorities. A sporadic pattern of dissapearances ensued, with students from universities across Musgorocia, Eulabia and the Southern Furukuran Sea vanishing without a trace following their recruitment by Moritzsein. The disappearances recieved little mainstream media attention. Most of the students had been recruited quiet willingly, while some of the dissapeared had a history of run-ins with university authorities over their conservative political views. They had been given the option of participating in the study as an alternative to suspension or expulsion from their respective educational institutes. A year after the dissapearances had began, it eventually came to the attention of Estebán Santander, now Deputy President of Carloso, and de facto still the leader of Conquistador despite his replacement by Mortimer Fulton as Managing Director. Elsewhere, Palmyrian authorities had also began to investigate the incidents, while elements of the Nifonese government hostile to Shogun Kojiro had intel on Moritzstein's whereabouts.
Meanwhile in Carloso, Conquistador mercenary Lieutenant Régulo Arenas was approached in Edessa by Darien Sanson of the company's Special Reconnaissance Group (SRG), informing him that he was needed at Conquistador Headquarters in Ebon as soon as possible. After Sanson informed Arenas of the involvement of a Secutor; elite agents of the National Intelligence Office (NIO) who reported directly to the President of Carloso, the two men left for Ebon immediately. There, they met Santander, Fulton and Oalo Mercia, the latter of which had recently been made a Secutor by President Tobón. Joined via video link by the head of the National Guard, Commissioner Asier Volante, Arenas was informed of the nature of the situation regarding Moritzstein and the dissapearances of students in Zararcia. Volante revealed that the head of the Zararcia Provincial Guard (ZPG), Corazón Bosque, was believed to be a compromised individual, having recently been spotted with Moritzstein at a charity fundraiser in Victory. Believing there is a link between the dissapearances and potential collusion between Moritzstein and the Zararcian government, Mercia took charge of the operation and asked Arenas to infiltrate Mino Circuit University (MCU) and pose as a student to find out where the dissappeared were being taken, while Mercia personally investigated Bosque and the ZPG. Arenas reluctantly agreed, and the two departed for Zararcia shortly after, also accompanied by Sanson.
Moritzstein had established his main base of operations in the remote country of Altaia, which had in recent years fallen under the sway of Baron von Yungingen, who proclaimed himself Great Khan. At the tent city of Manryngol, Moritzstein attended the brutal execution of certain nobles who von Yungingen had accused of plotting against him. He had agreed to allow Moritzstein stay in the country with the promise that his work on human behaviour would ultimately allow von Yungingen to conquer the entire world. Moritzstein eventually left for his new base, 5 Prisis Station, located underneath the abandoned Sharshai Mining Complex in a remote region of Altaia. There, he rendezvoused with Abbadon International Solutions leader Miguel Aquinas, now head of security at the secret installation and pondered how to deal with the latest number of test subjects who were now severely mentally and physically disabled due to the experiments performed on them, ultimately deciding to spare them as a reminder of Moritzstein Dynamic's progress, much to Aquinas' annoyance.

Back at 5 Prisis Station, one of the kidnapped test subjects, South Oceanican student Joran Blaese, was selected for an experiment by Moritzstein, designed to evaluate the human reaction when the means of escape were handed to them. Blaese was placed in a cell in one of the older parts of the facility, which had been partly built into a network of caves. A security guard was instructed to give him a chisel so he could chip away at the concrete blocks and escape. Over the course of several days, he was successful and broke into the cavern adjacent to his cell, following a subterranean stream to find his way to the surface. Eventually emerging onto the Altaian steppe surrounding the Sharshai Mining Complex, he was confronted by two heavily armed Abbadon security personnel, quickly realising that this had been all planned. While the guards gloated at Blaese for his apparent naïveté, he managed to momentarily distract them with a mention of the legendary Altaian demon worm, enough for him to engage and disarm one of the guards, killing the other with a shot to the head. The disarmed guard begged for mercy, but Blaese did not hesitate to kill him as well. After scavenging their gear, he used a map and compass to find his way to the nearest centre of civilisation, the city of Khyalshir. Several days later, and in a severely weakened state, he eventually arrived at the gates of Khyalshir Airport, the headquarters of the international peacekeeping coalition that de facto governed the city.

Charles Redshield met with Moritzstein's representative Eliot Relaisse, along with David's half-brother Jonah Redshield, in a private lounge at the Pink Arrow nightclub in Kesslerstaadt. Charles agreed to Relaisse's invitation to Moritzstein's facility in Altaia. Concurrent with the meeting between Charles and Relaisse, Kesslerstaadt was seeing some of its largest protests yet against the government and Redshield takeover. Still present in Kesslerstaadt since the failure of the Bangkan coup and acting at the direction of Nordholt on behalf of Russel, Gene Karlson and Aidan Meyer infilitrated the protest at Hotel Row and lobbed backpacks full of explosives at riot police of the Kesslerstaadt Police Department; which was now under the complete control of the Redshield-aligned private military company DynoCorp International, killing and injuring several policemen. Karlson and Meyer succeeded in provoking the police to retaliate violently against the demonstrators, opening fire with rubber bullets and live ammunition. The leader of the protests, Aart Hissink, was quickly killed along with dozens of others. Within a matter of hours, Redshield's forces found themselves dealing with widespread unrest across the city-state, provoked by C13-aligned proxies in a bid to weaken Redshield's control over Kesslerstaadt.
