With the Decree of 1721, Dulebia was transformed into an empire, while the older title of Tsar of Dulebia was reformed into Emperor of Dulebia, with Peter II being crowned as the first emperor. Full title
The royal title was established with the Decree of Peter II in 1721. It proclaimed the Emperor of Dulebia as "the Emperor of all Dulebia, the sole Autocrat of the Dulebian lands and the Patron of all Dulebian possessions". The imperial title varied during the lifespan of the Empire due to the territorial changes it experienced. The full title of the last Dulebian Emperor, Alexander III, said thus:
