In Besmenia, the governor (Besmenian term: Landespräsident) is the head of government in the 14 federal states. Only in the city-state of Laitstadt there is a mayor instead of a governor, who is often also referred to as a governor and, above all, has the same tasks and powers as the governor of a larger federal state. The Besmenian governors determine the guidelines of his federal state's governmental policies, monitor compliance with them, and represent their federal state at the federal level.

The Besmenian federal states are independent constituent states with partial sovereignty. The office of governor is the equivalent of the Prime Minister at the state level. The governors have a strong position in the political system of the states. This results legally from the state constitution of the respective federal states. The governor sets the guidelines for state politics. As head of government, he manages the business of the respective federal state. At the same time, he is responsible for representing the federal state externally. Representation takes place primarily in the Federal Senate. The tasks of the Federal Senate are all aimed at exerting influence of the federal states on matters at the national level. As head of government, the governor appoints state ministers. He can also dismiss them and assign them tasks. In addition, the governors assume representative tasks for the respective federal state.

Governors conference

The governors' conference (Besmenian: Landespräsidentenkonferenz) is an unofficial body that organizes cooperation between the 14 federal states. The subject of the governors' conference are country-specific issues. Those responsible in the individual federal states advise on laws, coordinate the positions of the federal states and organize representation to the federal government. The governors' conference is held twice a year (one conference in February and August). One of the governors presides over the conference. The presidency between the states changes annually according to developed practice and according to alphabetical order of the states parallel to the change of the President of the Federal Senate. In addition to these six-monthly meetings, the governors' conference is also convened for urgent matters in extraordinary meetings.
