Cowan Naval Base, also known as ZNB Holish Islands, is a major naval base of the Zamastanian Naval Forces located on Cowan Island just across the Hedley Strait from the city of Untavia in the Holish Islands. Built in 1914, three years after the islands became a Zamastanian territory, Cowan Naval Base is the principle Zamastanian military facility in the Samson Ocean and is the home port of most contingents within the 6th Fleet, including surface vessels, aircraft carriers, and submarines. The only other naval facilities with direct access to the Samson Ocean are Pymer Bay Naval Base in Ruthin, Cadair, and Ballesdens Bay Naval Base in Hapsoneau, Elborra.

The Cowan Naval Base is adjacent to the Air Force's Wayland Air Base. Cowan has amenities and services including a library, chapel, visitor's quarters, theater, and bowling lanes. Cowan Naval Base, and the island it is located on, are named after World War admiral Lochlan Cowan.
