The Council of Ministers in its current form has existed since 1989, but has served as the ''de facto'' executive since the creation of the Auspicious Republic in 1934. Initially the State Presidium was designated to be the executive of the country but its large size meant it was too unwieldy to be used, so power was delegated to a provisional Council of Ministers. During the 1980's the State Presidium began to take on the role of a legislature and the Council of Ministers the official executive, although the State Presidium is still the ''de jure'' highest executive body.  
The Executive Council in its current form has existed since 1942. It is subordinate to the State Presidium in executive matters with the latter being the highest executive, legislative and judicial body in Shangea but in much of the day-to-day administration of the country continues to be the main force.
