Pursuant to article two of the Rizealand Articles of Federation, members of the Federation Council must be citizens of Rizealand, at least thirty years of age, and residents of Rizealand for the last five years. They must also be residents of the political divisions they represent at the time of their election. While each state is represented by three members of the Federation Council, only two of the three members are elected as the third member is appointed by the state's legislature and serves at the legislature's pleasure. Each territory is only represented by one member of the Federation Council who must be elected. Lastly, each sovereign indigenous nation is also represented by three members of the Federation Council, although the mode of their election is determined by each nation. In 2023, only the Onnohou Nation provided for the popular election of two of its three Federation Council seats. Each elected member of the Federation Council serves a five-year term without any term limits and must be elected by a majority of the popular vote. Although Federation Council elections in Rizealand are typically contested by the two major political coalitions—the National Progress Coalition or NPC and the Tripartite Nationalist Coalition or TNC—the existence of third-party candidates and independent candidates can result in no candidate receiving more than half of the votes cast. As a result, Rizealand election law currently has Federation Council elections organized in a two-round system. Under this system, the first election is held on October 1, 2023, which is a national holiday. If no candidate receives a majority of the votes cast on or before than date, then the two candidates with the highest percentages of the vote advance to a second runoff election which is scheduled for November 5, 2023.
The Federation Election Commission (FEC) is responsible for overseeing all federal elections in Rizealand, including those for Federation Council members in each state, territory, and the Onnohou Nation. However, the process for being listed on the federal election ballot varies by political division. In New Estmere and San Andreas, a nonpartisan blanket primary where all candidates are listed on a single primary ballot is utilized. Under this system, candidates with the top three highest percentages of the vote advance to the general election. In all other political divisions, the process for nominating presidential candidates is utilized. Under this system, Federation Council candidates must submit their applications for candidacy to the FEC by the first day of July during the election year in one of two ways. First, one may be nominated by a national political party registered with the FEC. Second, one may qualify as an independent candidate by providing the signatures equal to ten percent of the number of voters that voted in that political division during the most recent federal election. While independent candidates may begin their campaign at any time, they cannot begin the collection of signatures until the first day of the election year and any signatures collected prior to that date are deemed invalid. The process to be nominated by a political party varies. The NPC and TNC both use a series of primary elections or caucuses to select a nominee that begin in February of the election year and end by April or May. Once a candidate has won a majority of the primary votes or contests, their nomination is made official by the coalition's nominating convention for that political division. Because of the early timeline for primary elections and caucuses, Federation Council candidates typically begin their campaigns a year or more before the actual election year begins.
After being nominated or successfully applying to become an independent candidate, candidates begin their general election campaigns in the summer of the election year which typically involve advertising, campaign rallies, get-out-the-vote drives, and attending a series of televised debates organized by the FEC. Starting on the twentieth day before election day, the FEC mails out ballots to every registered voter in each political division. To have their votes counted, voters must complete the ballots and mail them back by the day prior to election day. Alternatively, voters may visit a polling station on election day where they can cast their vote or turn in their mail ballot. Once the votes are tabulated and certified by the FEC, the winner of the election is announced or a runoff election is scheduled. The FEC also serves as the arbiter of any election disputes and its decisions are directly appealable to the High Court.
In advance of the 2023 Federation Council election, the TNC's National Council decided to cancel all primary elections or caucuses where the incumbent decided to run for reelection. As a result, a total of eleven primaries or caucuses were cancelled for Cahoka, Charlotte, New Caldia, Lyhoming, Providence, and St. Ellen.

On March 4, 2023, the NPC held primary elections in Assimia in which a total of five candidates sought the nomination for Assimia's first seat in the Federation Council. They included Fed Councilor Samuel Price (incumbent), Zak Stevens (small business owner), Freddie Collins (environmental engineer), Jack Anderson (union organizer), and Guy Hémery (environmental activist). Price won the nomination outright after receiving 86.82% of the vote.
On March 4, 2023, the TNC held party caucuses in Assimia in which a total of seven candidates sought the nomination for Assimia's first seat in the Federation Council. They included Eva Chapman (political activist and perennial candidate), Rory Greene (small business owner), Brandon Sharp (pastor), Teddy Cunningham (mayor of Defiance), and Noah Boland (small business owner). After no candidate received an absolute majority of the vote, a runoff primary election was held between Chapman and Greene as the top two candidates on May 27, 2023. Chapman won the nomination after receiving 53.49% of the runoff vote.
The 2023 Rizealand Federation Council election in Assimia will be held on Sunday, October 1, 2023, for the purposes of filling Assimia's second seat on the Federation Council. As part of the 2023 Rizealand elections, it will be held concurrently with a nationwide presidential election and elections to the Rizealand House of Representatives. The incumbent, Fed Councilor Audrey Menard, is seeking reelection to a third term of office as the nominee for the National Progress Coalition and will be facing off against the Tripartite Nationalist Coalition's Dylan O'Mellan and the RSWI's Niamh White in the general election. If no candidate receives more than fifty percent of the vote, a runoff election will be held to determine the winner.

On March 4, 2023, the TNC held party caucuses in Assimia in which a total of five candidates sought the nomination for Assimia's second seat in the Federation Council. They included Dylan O'Mellan (floor leader for the Sotirian Democrats in the Assimia State Assembly), Robert Burke (Army veteran and entrepreneur), Tamara Woya (pastor), Harry Thompson (small business owner), and Benedita Vieira (pastor). After no candidate received an absolute majority of the vote, a runoff primary election was held between O'Mellan and Burke as the top two candidates on May 27, 2023. O'Mellan won the nomination after receiving 62.61% of the runoff vote.

On March 18, 2023, the NPC held primary elections in Cahoka in which a total of two candidates sought the nomination for Cahoka's first seat in the Federation Council. They included Vira Dovhan (college professor) and Jackson Ross (small business owner). Dovhan won the nomination outright after receiving 76.18% of the vote.
Incumbent Fed Councilor Sotiropher McCarthy, a National Republican, received the TNC's nomination for Cahoka's first seat in the Federation Council after facing no opposition.
On March 18, 2023, the NPC held primary elections in Cahoka in which Ollie O'Hagan (retired Air Force pilot) was the sole candidate to seek the nomination for Cahoka's second seat in the Federation Council. Having run unopposed, O'Hagan received the nomination outright.
Incumbent Fed Councilor Matthew Dubois of the Conservative Reform Party received the TNC's nomination for Cahoka's second seat in the Federation Council after facing no opposition.

They included Marie Gauthier (First Chamber Opposition Leader in the Charlotte Senate), Sarah Boutroux (Charlotte parish senator), Charles Tiernan (business executive), Roger Corne (former First Chamber Opposition Leader in the Charlotte Senate), Daya Gharapure (business executive), Isaac Murphy (Charlotte state senator), Sawaya Morio (small business owner), and Stan Zakrevsky (lawyer). Gauthier won the nomination outright after receiving 51.80% of the vote.

They included Calvin Wiltshire (Tionól Opposition Leader), Austin Broderick (small business owner), Ana Monteiro (labor activist), Myles MacKeon (lawyer), Deana Bullock (journalist), Bill Quinn (Tionól member), Nela Luz (Tionól member), Senan Kilroy (small business owner), Adalberto Torres (lawyer), Michael Cousteau (doctor), Roland Silveira (pastor), and Dominik Fagan (lawyer and environmental activist). Wiltshire won the nomination outright after receiving 80.02% of the vote.
Incumbent Fed Councilor Luke Porter of the Conservative Reform Party received the TNC's nomination for Fael's second seat in the Federation Council after facing no opposition.
On March 25, 2023, the NPC held primary elections in Lothicania in which a total of two candidates sought the nomination for Lothicania's first seat in the Federation Council. They included Fed Councilor Nicholas George (incumbent) and Olivia Allen (lawyer and activist). George won the nomination outright after receiving 79.81% of the vote.
Nancy Filardo of the Conservative Reform Party, a CNN television host, received the TNC's nomination for Lothicania's first seat in the Federation Council after being the only candidate to seek the nomination.

Gaumont won the nomination outright after receiving 52.13% of the vote.

Peltier won the nomination outright after receiving 67.55% of the vote.

Delon won the nomination outright after receiving 83.39% of the vote.
Jens Lindblad, a National Republican political activist, received the TNC's nomination for the Capital Territory's seat on the Federation Council after being the only candidate to seek the nomination.

On February 11, 2023, the NPC held primary elections in the Onnohou Nation in which a total of two candidates sought the nomination for Onnohou Nation's second seat in the Federation Council. They included Fed Councilor Colin Mitchell (incumbent) and Ryan Tsiyi (Onnohou National Assembly staffer). Mitchell won the nomination outright after receiving 64.17% of the vote.
Logan Wesa, a National Republican business owner, received the TNC's nomination for the Onnohou Nation's second seat on the Federation Council after being the only candidate to seek the nomination.

On March 11, 2023, the NPC held primary elections in St. Ellen in which a total of two candidates sought the nomination for St. Ellen's seat in the Federation Council. They included Kam Seul-Ki (former St. Ellen Legislative Assembly Opposition Leader) and Ashleigh West (St. Ellen Legislative Assembly Opposition Leader). Kam won the nomination outright after receiving 55.44% of the vote.
Incumbent Fed Councilor Benjamin Caffrey, a National Republican, received the TNC's nomination for St. Ellen's seat in the Federation Council after facing no opposition.
