The Treaty for the Partition of Imperial Boundaries Around the Globe, also known concisely as the Cremologna Pact, was an agreement between the Autocratic East Europan Imperial Alliance, Archadia-Archedes, the Empire of Quenmin, the Ruzhite Empire, the Calvard Republic and other imperial-aligned states in regards to establishing boundaries of their respective empires. It was also a military and political treaty that consolidated an entire alliance of nations dedicated to fulfilling their imperialist goals against their rivals.

Background

The Secret Protocol

Claims

The pact devised a plan which finalized and placed emphasis on each claims of the participating nations. The Quenminese Empire gathered the largest land area while the Calvardian Republic had the smallest land claim. When the pact was signed, the claims were validated and borders were set.

Autocratic East Europan Imperial Alliance

  • Majority of Europa, the Lucis Isles, Scandinavia, and parts of North Amerigonna and Dalmasca and Vionna-Frankenlisch. Rule in Bethausia shared with the Quenminese Empire.

Archadia-Archedes

  • Central Concordia, 3/4ths of Africanna, and potentially, the restoration of Archadian Lorica.

Ruzhite Empire

  • Parts of Eastern Scandinavia, including Aurucolia.

Guadosalam

  • Parts of West Africanna.

Đại Quến

  • 3/4ths of the Asianna, the entirety of the Middle East, 1/4ths of Africanna, Zanarkian continent (with the exception of New Akiba and Ingelmia (a Quenminese Ally)), Western Amerigonna and Nihhon-koku.

Calvard

  • Eastern Erebonia, Crossbell, Remiferia, and Alteria.

Ingelmia, although an Imperial ally refused in participating in the pact and remained a neutral but was promised that control in Ingelmian Micronesia was to be spared. New Akiba and Rubrum were unfeasible since the two countries were already too distant to control, while the Rubrumian wilderness was too harsh. The Holy Galbadian Empire would be forced into submission and declare peace. Other Imperial allies, but did not participate were Ramuncia and the Midgar Federation

The Zanarkand and Nihhon-koku Question

In 1936, as the war was raging in Lorica, Quenminese planners moved to their second phase of the pact, which was the annexation of the entirety of the Zanarkian continent. Quenminese Admiral Đặng Ly Huệ Tân proposed a plan to subjugate the entirety of Zanarkand into Quenminese control. However, given that the Quenminese Army failed to subjugate the entirety of the Lorican landmass in less than two months, it was objected by many Army planners given that subjugating the entirety of Zanarkand would require thrice the manpower that was used to invade Lorica.

During the year, the Loricans switched to guerrilla warfare, which gave the Quenminese a hard time in reaching Central Lorica. Quenminese General Chử Minh Tú feared that invading Zanarkand would cause most of the locals to adopt the same tactic and would be more disasterous than the Lorican campaign. In addition, the Zanarkian geographical location and climate offered no benefit, despite Quenminese claims that Zanarkand is rich in iron, gold, manganese, and other minerals.

Quenminese Prime Minister Lý Học Thao Viên and Emperor Hiệp Mạng initially were keen on invading Zanarkand as soon as possible but when the situation in Lorica grew ever worse, they decided that an invasion of Zanarkand would be postponed. Although, Vien preferred the strategy of attempting to isolate Zanarkand and New Akiba, and forcing the Ingelmian government to join the Imperial side. Tan's plan was to prove futile when in 1939, the Quenminese could not make any progress on Lorica. With the failure of the Quenminese during the Guinea Campaign and the near-destruction of the Imperial Navies at the Battle of the Zanarkian Sea, the plan to invade Zanarkand was abandoned. Instead, Tan opted to invade Nihhon-koku instead since it was part of Phase 2 for the annexation of Commonwealth territories in Pacificanna. However, like its experience in Zanarkand, the invasion proved futile and was decided that an invasion of Nihhon-koku could not succeed given the RAF's air superiority and the presence of the Royal Navy.

Archadian Grand Marshal Rodolfo Graziani noted that it was one of the biggest mistakes ever made by the Imperial powers and opted that Quenmin should have used the resources to forcibly subjugate Lorica rather than diverting it to locations that did not grant feasible benefits to the Imperial cause.
