Historically, efforts at Musgorocian integration remained largely theoretical, in part due to the traditional Carlosian aversion to mulilateral diplomacy. However, following the fallout of the 2023 Eulabian naval exercise in the Musgorocian Ocean, and the perceived unreliability of Carloso's military alliance with Nifon, the consensus on the need for the consolidation of Musgorocian military and economic power quickly became apparent. The Musgorocian Community was formed at the Treaty of Vadrid on 18 March 2024, with the governments of Carloso, Acrary, Agostinia, Côte d'Émeraude and Victory being signatories. Additionally, Vaotua and Cispania have observer status with a view to eventual membership.
The headquarters of the organisation is under construction in Madrigal. The main organ of the MC is the Council of Musgorocia, consisting of the heads of government of each member state. The ceremonial presidency of the MC rotates biennially between each country, and is currently occupied by Oren Sturridge, President of Victory. The day-to-day operations of the MC are the responsibility of the Secretary General, currently Adán Spalderán, who is selected by unanimous agreement of the Council for a renewable five year term.
