The wharen empire was a confederation of Wharen city states and the slave villages outside of each city state from which the wharen demanded people for labour, sacrifices and for feeding as the Wharen themselves lived on sentient blood. However so are not much more known about wharen culture as their language is forgotten and lesser species were not allowed into their giant cities except people that were sacrificed and slaves that they planned to use for feeding. Their language is however also long since forgotten and the few remains of Wharen writing are untranslatable. The few words, names and names of places that still do exists is taken from runestones raised at the time, folktales from both the northern free peoples and southern slave peoples as well as many tales from the holy chronicles.

Central government

It is known that each city state of the wharen empire was ruled by a so called mage-king that led the state's army and administered the countryside and the slaves living there. It was him that decided how many sacrifices that the slaves should give up and how many men and women should be handed over as blood tribute each month to feed the wharen in their city. This have made people theorise that the mage-king was also served as a high ranking member of the clergy as well but his powers in the cities themselves and his control over the Wharen civilians living in there is sadly unknown.

There was also a mage of mages that served as the emperor of the empire and a few of them where mentioned both prior to the war and after however the extent of their powers and how much control they held of the empire at all is still something historians still debates.

Military

Once again so are the knowledge of the time very limited and any official leadership structure or ranks is something that people have forgotten over time, the only two known titles that remains are Shali'regush and is a name given to several Wharen leaders in battles and the term Ogshal which is used to describe wharen soldiers. However the wharen empire was highly organised so most modern historians that have specialised in the era have theorised that a highly organised military structure must have existed.

What is however known is that they fought manly by using magic and armour and weapons made out of steel silver with a lot of demon and undead auxiliaries fighting on their side. For instance in the battle of light and shadow that is considered the most documented battle between Wharen soldiers and any foe so is it described that their mages started to throw spells at the oncoming human, goblins, dwarves and trolls and that their regular soldiers started to back this up only with javelins later on.

What is known of the common soldier is that he wore little in the way of armour with the exception of a large shield even if officers and elite forces were described to have been carrying thick armour covering much of their torso. Both the average soldier and the elites carried two throwing spears and a thrusting spear made out of steel silver. Otherwise however so were specialised troops rare even if short mentions of a very small cavalry section was described and when the magic failed them in that last battle so does both runestones, stories and the holy chronicles tells that the wharen were heavily exposed to Imerian cavalry and chariots throwing spears at their lines.
