The House of Representatives was established in 1796, when the Anthold Constitution created foundation of the [[Atmora|Atmoran Confederation]], and was modelled on the [[House of Commons of House of Commons|Lieseltanian House of Commons]]. The lower of the two houses making up the parliament, the House of Representatives in practice holds far more power than the upper house, the Senate. Although the approval of both Houses is necessary for legislation, the Senate very rarely rejects bills passed by the commons (though the Senate does occasionally amend bills). The House of Representatives of Atmora (Dutch: Kamer van Afgevaardigden van Atmora) is the lower house of the Federal Parliament of Atmora, with the upper house being the Senate. The House of Representatives is the only federal representative body of the Atmoran people, and thus endowed by the constitution with far more legislative powers over the Senate. The House of Representatives composition and powers are set out by the Section III of the Constitution of Atmora.

The House of Representatives is composed of 548 members of Parliament (Kamerlid) directly elected every five years for single-member electoral districts (Kiesarrondissement) using single transferable vote. Seats in the House of Representatives are distributed roughly in proportion to the population of each state. However, some ridings are more populous than others, and the Atmoran constitution contains some special provisions regarding state representation. As a result, there is some interstate and regional malapportionment relative to population. When the Chancellor fails to maintain confidence of the House of Representatives, and a vote of no confidence is called by parliament then only can the High Queen of Atmora dissolve parliament and call for new general elections no later than 30 days after dissolution.
