Vistulzka, officially the Orthodox Republic of Vistulzka and often times referred to as the Orthodox Republic, is a sovereign country located in West Calesia. It borders Helimia to the north, C32 & C33 to the west, C29 to the southwest, and Falland to the southeast, and it shares a maritime boundary with Waldrich across the Svalish Sea. Consisting of 54 states called Voivodeships, it is the third-largest country in Calesia, covering over 396,297 km2, and the fourth-most populous with over 41 million inhabitants. Additional, Vistulzka administers two territories under as the Overseas Vistulzkan Territories that are considered part of its constitutional dominion in the Medan Ocean: Utska and Jastarnia.
Human activity in Vistulzka dates back to the Lower Paleolithic period, with various sets of artifacts dating back to the Last Glacial age. The area was dominated by various hunter-gatherer cultures. Vistulzka was very diverse during late antiquity, having been inhabited by a large mix of various tribes. The most historically important of these tribes was the Venethians, who collaborated with the Wallish Empire during the Wallish migration into Western Calesia. The Venethian Kingdom was established as a petty kingdom under the Wallish Empire. The Venethian Kingdom collapsed in 941 during the Rodanic migration into Western Calesia, and the Wallish Empire was forced to abandon the area.
Statehood of Vistulzka first came about after the Gregorianization of Lexinia
Vistulzka underwent the Second Political Odrodzenie in 1899, continuing on into 1932. In 1909, the government of Vistulzka was reorganized from the Second Noble Republic of Vistulzka into the Second Vistulzkan Empire by Casimir IV. The coronation brought on significant domestic criticism and a lack of international support to the new Empire. The Empire continued into 1927, where domestic support of the Empire still did not materialize. By this point, Casimir abdicated and called for the formation of a new Noble Republic government. In 1932, the New Republican movement revolted and established the Vistulzkan Republic, marking the beginning of the Vistulzkan Civil War between the left-leaning New Republican movement and the right-leaning Nationalist movement, who controlled the Third Noble Republic of Vistulzka. The war was eventually included in the Transmedan War, with the Vistulzkan Republic joining the Transmedan Powers and the Noble Republic joining the Sydenham Powers. The Vistulzkan Republic was victorious by 1939, and the Orthodox Republic was established in 1940.
Vistulzka is considered to have a developed market and is considered to be a regional power within Calesia, especially within West Calesia alongside Helimia. Officially, Vistulzka is considered to be an Northern Cathedralist nation, however since the Civil War has seen considerable strides towards secularization. This also includes constitutional protections over freedom of religion and a high standard of human rights. Vistulzka is a founding member of the United Congress and the West Calesia Regional Association.

Vistulzka is the third largest country within Western Calesia and borders a total of five different countries: Helimia (X km; X mi) to the north, C32 (X km; X mi) and C33 (X km; X mi) to the west, C29 (X km; X mi) to the southwest and Falland (X km; X mi) to the southeast.
Southern Vistulzka along the border with Falland has a major mountain range, the Belagoras that extends westward. The Podolian Mountains, a subsect of the Belagoras, form the entire natural border between Vistulzka and Falland, with the highest point being Mount Zakopane at 2,304 meters in elevation.
The Masuria is the longest and most important river within Vistulzka. The country shares partial ownership of Lake Hańcza in the northwest along the border of Helimia and C33.
Government
The Orthodox Republic of Vistulzka is a Federal presidential republic that is governed on the basis of a multi-party democracy wherein the President of Vistulzka is the head of state and shares power with the Marshal of Vistulzka as the head of government. The government is structured as a multi party representative democracy that takes specific ideas from Common Good Government. The current form of government of Vistulzka originated as the Vistulzkan Republic during the Vistulzkan Civil War. The 1940 Constitution of Vistulzka was the codification and stands as the current governing principles and establishing document of the Orthodox Republic of Vistulzka.
The official name of Vistulzka is the Orthodox Republic of Vistulzka. The current form of government of Vistulzka regards itself as an Orthodox Republic, an evolution of common good government. Orthodox Republicanism emerged as a new left-wing political ideology during the Second Political Odrodzenie and became a dominant ideology during the civil war.
The President of Vistulzka is elected via a direct democracy that is held every four years, and once elected is given a four-year term. There is no consitutitonal term limit, and while in theory presidents are free to be elected to more than two terms, traditionally the president only serves two terms. President-elects are responsible for the appointment of their marshal and the head of the ducal council during the election cycle.
The National Legislature of Vistulzka is the bicameral legislative of the Vistulzkan branch, comprised of the upper house Sejm and the lower house Sejmek. Both houses are elected through direct democracy at a local level.
The Ducal Council is the cabinet. The Ducal Council operates differently from other forms of cabinets, typically meeting at the orders of the Head and under observation of the Marshal. The Ducal Council Appointment of members into the Ducal Council is the responsibility of the president, and is initially not subjected to review or approval by the legislative branch. Replacements of members of the Ducal Council however, is subjected to review and approval by the legislative branch. The legislative branch is freely able to start a vote of confidence, in which the Ducal Council is dismantled and replaced with a Council of Confidence. Within Vistulzkan politics, a vote of confidence can be started by either the Sejm or the Sejmek, but must pass both houses with at least a 2/3 majority within the Sjem and 1/2 majority within the Sejmek. The success of the vote of confidence has severe political consequences for the presidential government, and the creation of a Council of Confidence effectively places the country's government under legislative control.
Since the end of the Vistulzkan Civil War, three governing political parties make up the dominant political bloc, the New Republican Coalition which originated from the New Republican Movement. The Orthodox Republican Party is currently the largest party within the NRC as well as the largest party in the country. The Blue Cross Movement and the Chruściel-Orange Republican Party are also members of the New Republican Coalition. Since the 2016 Vistulzkan national election which were won by Józef Kamiński and the Orthodox Republicans, political analysts have postulated that Vistulzka is in the beginning stages of democratic backsliding. Since the 2020 Vistulzkan national election and the re-election of Józef Kamiński, The Chruściel-Orange Republican Party has since rescinded their allegiance to the New Republican Coalition in favor remaining independent due to hostility between their party and Kamiński.
Administrative divisions
The administrative divisions of Vistulzka are outlined by the 1940 constitution, creating the four primary regions: Vistla, Hetumoger, Prykordonnya, and the Overseas Vistulzkan Territories. Each region is given their own federal department that represents their interests within the Ducal Council. Utska and Jastarnia receive their own department and representative, separate from each other. Vistla, Hetumoger and Prykordonnya are divided primarily on ethnic boundaries, while the Overseas Vistulzkan Territories are comprised of the islands of Utska and Jastarnia. Every region has their own government that is headed by a Regional Governor. These regions are subsequently broken down into 52 Voivodeships. Despite their distance to Calesia, Utska and Jastarnia are not considered colonies but instead also considered voivodeships.

Vistulzka has historically had compulsory military service that is activated during times of war, and remains dormant during peacetime. Since the Vistulzkan Civil War, conscription has never been activated and the country's army runs on a volunteer basis. The country partakes in several missions with the United Congress, including volunteering for the UC peacekeeping force in Ruthen.

Law enforcement in Vistulzka is primarily performed by the National Police (Milicja Zbrojne) and is assisted by various agencies that belong to the Internal Public Security Commission. The National Police is considered to be an independent branch of the Armed Forces, and reported to the Department of Law. The National Police investigates crimes and transgressions, and acts as a general purpose response unit on a Voivode and municipal level.
Private security firms are often utilized by companies due to the military industry of Vistulzka. The most notable being the Stellaris Conglomerate. Private security firms are viewed as extremely controversial due to their lack of legal authority and extensive legislation efforts for both allowing and outlawing their existence.
The Internal Public Security Commission is conglomerate of various federal law enforcement agencies that have a seat on the Ducal Council. The IPSC is extremely structured, as each agency under its jurisdiction has very well-defined boundaries as to its limitations and its departmental goals. IPSC's reach under wartime is limited and can be temporarily absorbed under the jurisdiction of the National Police during times of war.

Vistulzka has an extensive passenger and freight railway network that services at least one station in every voivodeship, with the exception of Jastarnia and Utska. The current measurement of rail line within the country is 15,000 miles. All railroads within the country are owned and maintained by the Department of Infrastructure, while the operation of passenger trains is conducted or supervised by the Department of Transportation. The Department of Transportation is the owner of the national state-owned enterprise, VHK Railways and is the primary sponsor of the enterprise. Voivodeship-specific or metropolitan=specific services, such as the Asotthalom Metro Line is supervised and funded by VHK Railways while operations are preformed by an individual corporate entity. The Department of Infrasturcture does not own and maintain railways utilized by metropolitian services, but supervises the maintainence of said railways.
The high speed Pendolino Prędkości was launched in 1957 that connected the westernmost city of New Pereya to the coastal city of Asotthalom. It has since been expanded to create new transit hubs throughout the country and has been vital to the economy of Vistulzka since its first trip from Asotthalom to New Pereya. Proceeds from this transit lines are often negotiated between their respective city governments and VHK Railways.

There are three national languages that are stated within the Constitution of Vistulzka, Viswe, Hetumoger and Pyrkordonnyan. The predominantly spoken language is Viswe, which is spoken nation wide as a lingua franca. Viswe is extant in C32 and C33 as a minority language. Within education, all students are required to learn Viswe and their regional language.

Health
Education
Education within Vistulzka is centralized and operated by the Department of Education and is divided into four sections: kindergarten, primary, secondary, and tertiary higher. Responsibility of educational oversight is placed primarily on the individual regional and voivodeship governments. The organization of educational standards is established by the Committee of Educational Standards, which represents states. Committee members are selected from a voivodeship's Board of Education and elected by the teachers of the voivodeship. Kindergarten attendance is optional and is aimed primarily for children aged two to five. Primary education begins at the age of six and is compulsory.
The overwhelming majority of higher education institutions, which make up the tertiary higher section of Vistulzkan education are public. Students must first pass the Wejście, but are entitled to study without paying any fee. The National University of Vistulzka was founded in 1225 by Ziemomysł III in Wełnica as the first tertiary higher education institution within the country. It has since become the largest and oldest university within Vistulzka, and remains one of the oldest continually operating universities within the country.
Homeschooling has been illegal since the signing of Amendment 22 in 2015, officially known as the National Educational Standards Act. Homeschooling has been a social and cultural taboo since the Vistulzkan Civil War and national bans have been intermittent since the end of the Vistulzkan Civil War. The overwhelming majority of people do not support homeschooling in any form.
