Hoel Bihan (Born 2 November, 1859), is a former Captain-General of the United Provinces, a noted National Liberal Party politician, industrialist, and philanthropist. He also served as Chairman of the Isolationist League during the Great War, and is credited in large part for preventing Arvorican entry in the war. He was elected as Captain-General in the contentious election of 1919, succeeding his mentor and fellow National Liberal Judikael Pichon. He served two terms as Captain-General, before losing office in to Arzhur Mézec in 1930 after the Centre Party swept the elections.
