It was the 27th World Cup, a worldwide football tournament held once every year. It was also the second World Cup hosted in Besmenia after the 1986 World Cup in Laitstadt. The tournament phase involved 32 teams, of which all came through qualifying competitions at the start of the event from an original 64 national teams.
